Saturday Market - Mrs. George Streising~r~ member of SCORE committee, recommended estab- <br />lishment of an open air "Saturday Market" for downtown Eugene. She suggested that it <br />occupy space adj acent to the parking structure, and that it be 'allowed to occupy space <br />in the mall when it is completed. . The matter has been discussed with the City Attorney, <br />and this is prohibited by ordinance on the public right of way, and would require <br />amendment. Mrs. Streisinger suggested that arts and crafts and local produce could be <br />marketed in such a way. . <br /> <br />I <br /> <br />Dr. Purdy felt this could be an asset to the downtown, but he felt licensing procedures <br />should be investigated, and arrangements made for clean-up. Mr. Gribskov agreed, and <br />felt-there ~hould be controls in types of booths, and that they should be in keeping <br />wi th the mall. <br /> <br />I <br />I <br /> <br /> <br />I <br /> <br />Mr. Bob Thomas, Eugene Renewal Agency ;..gave.the backgrounddof the request for a Saturday <br />Market, and said designers of the mall had suggested uses for the square. The City <br />Council would have to make decisions on types of uses and administration of space. <br /> <br />Mr. Everett Smith, PresI@ent of SCORE, appointed a committee to look into this suggestion, <br />and the legal aspects. He felt permission should be given to try it for a month or so, <br />and then look at it again to find what problems had developed. <br /> <br />e <br /> <br />Mayor Anderson felt a member of the city staff could be designated to work with Mrs. <br />Streisinger on any problems that might come up. <br /> <br />Mr. Vince Farina suggested the Council should look into some things before taking action, <br />such as a demonstrated need for this type thing and who would be served. He said he was <br />in favor of activities in the downtown area, but felt many problems could be raised by <br />this sort of use. <br /> <br />I <br /> <br />Mr. Rasmussen, president of the downtown association, felt'there were some good points <br />to this suggestion, but he concurred with Mr. Farina's objections, and suggested the <br />Council move slowly. <br /> <br />Councilman Mohr said the Council has agreed to provide maintenance for the mall. Council= <br />man Williams was concerned about the city providing free rental space in the downtown <br />area. Councilwoman Hayward felt this should be limited to goods produced in the community. <br /> <br />Mr. Bill Wooten felt the City should be concerned and support local production. <br /> <br />,I <br />I <br /> <br />I <br />I <br />r <br />II <br />,\ <br />!l <br />I <br />I <br /> <br />'I <br />I <br />I <br />I <br /> <br />Mr. Lance Carden felt it might be in the best interest of the downtown merchants to back <br />this sort of market. <br /> <br />Mayor Anderson was only concerneddthat the markethbe operated properly, and was a credit <br />to the community. He suggested that temporary guidelines be established. <br /> <br />The City Manager suggested a person or groupCof persons be named to take responsibility <br />for resolving problems and making decisions. Mrs. Streisinger said she would be willing <br />to take on ~ome responsibility, especially with regard to crafts. She was not too <br />familiar with the produce people. <br /> <br />I~ <br /> <br />Manager suggested Mrs. Streisinger be designated, and she could select others to assest <br />her. <br /> <br />Dr. Purdy suggested that a committee composed of a Council member, downtown merchant, <br />member of the renewal agency, Mrs. Streisinger, arid of city administration be formed to <br />set up definite rules. <br /> <br />Mr. Smith felt this would be superfluous. This would be a small, piiliot project. <br /> <br />'~ <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal that the Council designate Mrs. Streisinger, <br />and illyone she chooses, to work with city staff to work out details of a Sa~urday Market. <br /> <br />JIn.answer to Mr. McDbnald, the Mayor said this did not assume a Saturday Market had been <br />given approval of the City Council. <br /> <br />II <br />II <br /> <br />Dr. Purdy moved seconded by Mr. McDonald to amend the motion to add that a committee <br />composed of a downtown merchant, city council member, member of city staff and member <br />of renewal agency be formulated. <br /> <br />Mrs. Beal felt another committee would just cause delay. <br /> <br />After discussion, a vote was taken on the amendment. Dr. Purdy, Mr. McDonald and Mr. <br />Williams voted in favor; Mr. Mohr, Mrs. Hayward, Mr. Gribskov and Mrs. Beal against. <br />Motion to amend failed. <br /> <br />I <br /> <br />Vote taken on main motion. Motion carried. <br /> <br />Mr; ~cDonald moved seconded by Mr. Teague to approve Item 3 of the Committee report. Motion carried. <br /> <br />The City Manager said Mrs. Streisinger had met with staff and started to resolve some of the problems <br />which h~d concerned Council.
