<br />e <br /> <br />--, <br /> <br />.131 <br /> <br />4/27 /70 <br /> <br />I <br /> <br />e <br /> <br />I <br /> <br />I <br /> <br />- <br /> <br />I <br /> <br />e <br /> <br />There was Council discussion whether approval would be given for a trial Saturday Market on May 9. <br />Many Councilmen felt a trial market should be approved for one ?aturday, and the results assessed <br />before continuing on a permanent basis. <br /> <br />Mr. Con Amacher'questioned whether the Council had authority to grant use of right of way. Since <br />this is an assessment district, those properties being assessed for that property should be asked <br />whether they approve. <br /> <br />City Manager explained that it was proposed to have a Market on the set-back area on the west side <br />of lOth and Oak Overpark. Title to this property lies with the City, and the City Council has the <br />legal right to grant use of space. The report indicates Mr. Hult has given his approval. <br /> <br />Mr. WesMorgan said he represented Mr. Nils Hult, and that his feeling had been favorable to a <br />Saturday Market. They felt it should be given a trial. <br /> <br />Mrs. Hayward seconded by Mrs. Beal amended the motion to say the Council authorized a Saturday <br />Market May 9, 1970, after which the Council will review the matter. <br /> <br />Mr. McDonald objected to this amendment, saying he felt the merchants would not be given proper <br />notice of this approval. <br /> <br />, <br />Marcia Dahlquist felt this was a chance to improve the downtown area, and would benefit those living <br />in the downtown area. <br /> <br />Mayor Anderson said_he was in favor of the proposal, and felt it should be required to meet the <br />standards of the 'communi ty', <br /> <br />Vote taken on motion to amend. Motion carried. <br /> <br />I <br />II <br />II <br />I <br />I <br />I <br /> <br />Mr. Williams explained he had not moved to amend the statement because he disliked <br />forecasts. 'Mrs. Beal suggested that, if the ordinance is adopted before printing of <br />the statement, the wording could then be changed. <br /> <br />5. Authorization of Study of Neighborhood Renewal Plan for East-Central Univesity Area - <br />Mr. Stan Wolfe introduced a group from the University who were part of the "Can Man <br />Survive" group. They have been studying the area in question, and compiling information. <br />They offered cooperation to provide a better living environment in the area, and felt <br />students, owners and residents in the area should have a say in what is being developed. <br /> <br />Mr. James Pearson, Planning Commission member, welcomed the input of these young people, <br />and assured them the Commission would be delighted to have that kind of activity on <br />campus, and to see what they have in mind. <br /> <br />The Council discussed the relations hip of this study with the E-SATS Program. Manager <br />~xplained the relationship of the two studies. Planning Director said they felt they <br />had to determine whether the route was going through, and the impact. Decisions <br />would have to be made on land use around the central area. <br /> <br />6. Report pn Employment Discrimination - Mrs. Beal asked that this item be placed on a <br />later agenda, when the Council would have ample time to discuss it. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive, and file Items 5 and 6 of the Committee report. <br />Motion carried. <br /> <br />i*Mr. McDonald moved <br /> <br />I; <br /> <br />seconded byMr. Teague to approve Item 4 of the Committee report. <br /> <br />There was Council discussion about the Council statements and whether they would be at public expense, <br />and if not, who would pay for them. <br /> <br />Mrs. Beal felt since this was a political statement, it should carry a political disclaimer, saying <br />who p~id for it, and who is responsible for it. <br /> <br />Mayor Anderson explained that the second half of the statement could be signed by Councilmen who <br />approved of it. <br /> <br />Ii <br /> <br />I' <br /> <br />Ii <br /> <br />!! <br /> <br />After further discussion, a vote was taken on the motion. <br /> <br />Motion carried. <br /> <br />4/27/70 <br /> <br />8 <br /> <br />..... <br />
