The Planning Commission felt this would be spot zoning and would be undesirable <br />at this location. <br /> <br />I <br /> <br />I <br />\. <br />I <br />i <br />I <br />I <br /> <br />Mr. Mcdonald moved seconded by Mr. Teague to uphold the Planning Commission recommendation <br />for denial of rezoning property located at the southwest corner of 25th Avenue and Alder <br />Street. Motion carried. <br /> <br />2. Authorization of Studies <br />a. Alignment and Impact Studies; Skinner's Butte Freeway <br />b. Alignment and Impact Study, Amzaon Freeway North <br /> <br />Planning Commission reported that future of these areas is profoundly affected by what <br />is done about freeways. A request is made for Council resolution on questions of whether <br />a freeway is needed and what routes should be used. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve the recommendation of the Planning <br />Commission. <br /> <br />City Manager commented that, if these s~udies were approved, it should be contingent <br />upon 1970-71 budget providing funds for necessary study. <br /> <br />I <br /> <br />There was Council discussion whether these studies should be approved before the E-SATS <br />and dtizens Advisory Committee reports were completed. It was felt they could be con- <br />sidered at the same time. <br /> <br />Mr. Mohr moved seconded by Mrs. Hayward that the Council as part of its authorization <br />for study of Skinner's Butte and Amzaon Freeway Programs formally request a presentation <br />of that portion of the report of the Citizens Advisory Committee which deals with a <br />critical review of these two projects. <br /> <br />Mr. Ronald Lovinger was concerned that peoples needs and wants should be considered, <br />and that people should not be displaced unnecess.arily. <br /> <br />Planning Director explained that the Planning Commission has been working from recom- <br />mendations on Community Goals, and that these two facilities will have such an impact <br />that studies should be made now. <br /> <br />Al Urquhart, 1960 Agate, was concerned with this proposal and felt environmental interests <br />should be considered. <br /> <br />Manager explained that the area of concern was the area between the University and the <br />Central Business District, and that a detailed study was needed regarding the impact <br />of these proposed freeway systems on the area. <br /> <br />Mayor Anderson stated that the motion is to request simultaneously with authorization <br />for a study of Skinner's Butte and Amazon Freeways a report from citizens advisory <br />c ~mittee which has studied these neighborhoods, and have a.public hearing on those <br />issues to take testimony. <br /> <br />I <br /> <br />In answer to Dr. Purdy, Mr. Mohr said the hearing should be held with all deliberate <br />speed. He.felt a joint meeting should be called with the Planning Commission to go <br />over the Citizens Advisory Committee report. <br /> <br />'. <br /> <br />Vote taken on motion. Mobile Home Park Development Standards <br />I) Article 29.02, Incorporation of State Law <br />2) Article 29.03 Oregon State Board of Health Rules <br />3) Article 29.04 Fire Protection Standards <br /> <br />Ma~ager explained need for amendment of portions of ordinance dealing with Mobile Parks. <br /> <br />Mr. Mcdonald moved seconded by MrG Teague to approve the Planning Commission recommenda- <br />tion. Motion carried. <br /> <br />5. <br /> <br />Zone Changes, Recommended approval. _ <br />A.
