Collective Bargaining Ordinance - A public hearing has been called for May 11 to hear <br />this ordinance. Staff has had discussions with Mr. Fraser, Chairman of the Employe- <br />Employer Relations Committee, and has a be~ter understanding of the ordinance, but' <br />has proposed some minor amendments for consideration. <br /> <br />Section '3:-~: Suggest a~e~di~g- this section to, say "agents or representatives.", <br />This would permit -use' of-a team, if desired'. <br /> <br />II <br />I <br /> <br />Section 6 - A procedure is set up to resolve problems if not resolved by the PERB <br />fact finding committee by compulsory arbitration procedures. This would be helped <br />by addition of a phrase which would explain since fact finding committee is a <br />creature of State, City Council has no authority to require that they become the <br />arbitrating committee. Staff feels it might be necessary for the Council to appoint <br />another committee if the State committee is not willing to serve as the arbitration <br />committee. <br /> <br />e. <br /> <br />Section 6 - It is felt that, when dealing with already existing and funded unions, they <br />should pay their share of impasse procedure costs. Another question concerns <br />agreements, and whether discussion can be reopened only on those items which are <br />budgetary matters, if both parties agree to that. There is some question about <br />two-year agreements. <br /> <br />There was Council discussion on the questions raised. <br /> <br />I <br /> <br />Mr. Fraser said on the proposal for Section 3, this was an oversight, and the <br />committee would certainly be agreeable to the suggested amendment. <br /> <br />Regarding the fact-finding committee, his committee had felt that they would have <br />gained invaluable knowledge from serving in this capacity, and they wanted to make <br />it automatic that they would continue to serve. They will, in a manner of speaking, <br />have their homework done. <br /> <br />Regarding the question of a two-year contract, Mr. Fraser felt this went to the <br />negotiating table, and he did not think the ordinance precluded anything. <br /> <br />The City Manager said staff could prepare rewording in these areas, and meet with <br />Mr. Fraser and bring back proposals for amendment for discussion and final adoption <br />at the regular meeting. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to receive and place on file Items la, lb and 2 of the <br />Committee report. Motion carried. <br /> <br />3. <br /> <br />ASUO Delegate to City Council - This question came up at the last committee meeting. <br />Copies of the minutes of meetings of 1964 concerning this question were distributed. <br />Manager recommended that a student representative could be given all information and <br />encouraged to attend all council meetings. <br /> <br />I <br /> <br />Mr. Alpert urged the Council to include a member of the ASUO as an ex officio member <br />of the City Council. <br /> <br />There was Council discussion about the meaning of ex officio, and whether the Council's <br />main concern was not mechanics, but with getting contact with the student body. <br /> <br />e <br /> <br />Mr. Barnhard, student, s,aid the ASUO was primarily interested in having an official <br />way to get input into the City Council. He suggested that the ASUO appoint a <br />representative and that this person appear at City Council meetiggs. <br /> <br />Councilman Mohr requested that the committee furnish the Council with a minority <br />magori ty report and a summary. For the hearing record, ,the Council should have <br />folders with all material which speaks to the issue. Purdy to receive and place on file item 3 of the Committee report. <br />Motion carried. <br /> <br />Manager said he would follow up with ASUO in working out a mechanical arrangement to keep a student <br />representative informed. <br /> <br />4. <br /> <br />Electrical Code Council Subcommittee Report - Councilwoman Hayward said the subcommittee <br />appointed to examine the proposed electrical code could not reach agreement., Therefore, <br />the committee decided the Council should have a public hearing about the code, and <br />requested that the Council schedule a public hearing. <br /> <br />e <br /> <br />Mr. Jim Mitchem, Electrical Contractor, asked that the public hearing be scheduled <br /> <br />Motion <br /> <br />.... <br />
