Experiments would be conducted for <br />various uses of this space. He explained some of the plans being made for this <br />time, and that student marshals would be appointed to keep order and eliminate <br />garbage problems. <br /> <br />I <br /> <br />Dr. Purdy asked if there shouldn't be guidelines set up regarding responsibility <br />,to make sure fire lanes are kept open, responsibility as to noise, responsibility <br />for payments of costs of cleanup, and whether the University approved the project. <br /> <br />Mr. Corrigan said the ASUO would take full responsibility for any expenses <br />necessary to clean up litter. Plans have been ~ade for fire lanes. They are aware <br />of the noise problem created previously, and there will be no amplified instruments. <br /> <br />I <br />j <br />II <br /> <br />Mr. Mark Swain, student, said he had met with university officials and they <br />were concerned about noise. He said the group would like to bring together people <br />and, exhibit to the community the positive things that can come out of the closure <br />of 13th. <br /> <br />e <br /> <br />The Manager explained that one of the p~rpElses, of this closure was to allow the <br />university to test their problems of interior circulation. This should be kept <br />in mind, if drawing up a plan. <br /> <br />Public Works Director said they had been asked by the University to extend the <br />study to incorporate a one-block area between University and Onyx. His department <br />should be kept informed of the time-table of any activities, so that the street <br />'may be opened at any section. <br /> <br />I <br /> <br />I <br />!I <br />I <br /> <br />Steve Wertz requested that the Council deny this permission. Finals are com~ng <br />up, and students have been disrupted quite a bit already this quarter. He felt <br />this might be a good idea, bu~ this was the wrong time to do it. <br /> <br />Dr. Purdy asked to delay action until the regular monday night meeting, and that <br />the Council be furnished a written statement from the President of the University <br />and the student body requesting these things. He felt a procedure and policy <br />should be set up whicr could be used to handle further requests. <br /> <br />Mayor Anderson said he felt the proposal had very definite merit. <br />a formal r~quest from the University administration to the Council <br />that the closed street be utilized for this purpose, and accepting <br />for the time it went on in that area. <br /> <br />He asked for <br />requesting <br />responsibility <br /> <br />I <br />II <br />I <br />I <br />I <br /> <br />Mr. Mohr pointed out that, if the~'motion to vacate the street be passed, title to <br />that land will be with the university. <br /> <br />The City Manager said Mr. Merwin, representing Mr. Corrigan and the ASOO, had called asking to <br />'withdraw their request for use of 13th Avenue. New State Constitution - Mrs. Hayward introduced Senator Glen Stadler, and asked <br />him to outline the proposed new Oregon constitution. <br /> <br />Senator Stadler explained misconceptions about the new constitution, and how it <br />will improve state government. He pointed out improvements, and new provisions <br />incorporated. <br /> <br />- <br /> <br />2. Public Employe Relations Board Procedures - Mr. Ken Brown, State mediator on the staff <br />of PERB, explained that the Public Employe Relations Board had been created to administer <br />a collective bargaining law enacted by the 1969 State Legislature. He explained that <br />it acts as a neutral th~rd party to provide uniform procedure to determine public employe <br />representation and to provide labor dispute settlement. He explained arbitration and <br />fact finding procedures. <br /> <br />In-answer to Councilman Mohr, Mr. Brown said he saw no conflict with the Eugene Ordinance <br />which provides for the State fact finding committee to continue on as a city committee, <br />in case of an impasse. <br /> <br />In answer to Councilman Purdy, Mr. Brown said the cities of Portland and Eugene now <br />utilize the PERB. He did not believe employe groups would be satisfied with the seqtion <br />of the Eugene Ordinance concerning arbitration which was binding upon the City Manager <br />but not upon the City Council. <br /> <br />I <br /> <br />3. Women for Agriculture - Mayor Anderson introduced Mrs. Kent Wiley, Mr. Bill Rose, Mrs. <br />Clarence Venell and Mr. Charles Kizer, representing Women for Agriculture, an organiza- <br />tion to communicate problems of the seed industry. <br /> <br />,\ <br />I, <br />I' <br /> <br />Mr. Bill Rose explained that they were still only able to control insects and disease <br />in grass seed by burning, but that this would be a much better summer in Eugene.
