He,saidwipd', <br />direction hacl'beeh' found to have a great effect on pollution in 'Eugene,' and that their <br />s'chedule took this into consideration. <br /> <br />There was discussion about cereal crop burning, and the Council request for elimination <br />of all burning of this type. <br /> <br />Mr. Kizer pointed out that there were only a limited number of days for burning, and <br />if a cereal field was burned and not enough scheduled days remained, it might be <br />impossible for that farmer to burn his seed field. <br /> <br />The Council pointed out that they were requesting a reduction in acreage burned. <br /> <br />Mrs. Wiley explained that the cities are dependent on agriculture, and that they <br />needed to be aware of this when they tried to reduce acreage grown. <br /> <br />e <br /> <br />Mayor Anderson said it was not the intent of the City Council to doom the grass seed <br />industry, but that it was asking that they look at alternate methods of sanitation <br />and give a commitment to reduce the amount of acreage being burned. <br /> <br />I <br /> <br />4. Lakewood Mobile Home Revocation, Conditional Use Permit - Mr. Larry Loeber was <br />notified of Council revocation of permit and requested a rehearing. He indicated <br />a desire to find a solution to the problem, and suggested a contractual arrangement <br />for alternate buffering. <br /> <br />I <br /> <br />I <br /> <br />Ii <br />I' <br />1\ <br /> <br />Mr. Teague moved seconded by Dr. Purdy to receive and file items Ie, 2 and 3 of the Committee <br />report. He said there were forty families living there, and that it would cost each <br />$1,000 to move. He suggested a temporary fence, but requested that it be placed on <br />the outside perimeter of the project. He felt trees would be difficult to water <br />outside the fence. <br />/ <br /> <br />Mrs. Hayward felt the matter should be brought back with an agreement which had <br />been worked out between owner and staff. Mr. Mohr concurred. <br /> <br />Mr. Richards requested that the Council act on this matter at its next meeting, <br />since Mr. Loeber has tenants waiting to move in. <br /> <br />I <br /> <br />Mayor Anderson said he felt the Council had merely upheld the conditions in the <br />permit that were violated, and that the Planning Commission and people in the area <br />should have sufficient time to examine alternatives. <br /> <br />Mrs. Alice Barron agreed with members of the Council, and s aid she would like to <br />see plans for any construction of a ,fence. She objected to a fence on the property <br />line, as this would border her driveway. <br /> <br />e <br /> <br />Manager suggested that Mr. Loeber meet with staff to come up with an alternative <br />plan. If the Council wishes, this can be sent to the Planning Commission for its <br />recommendation. <br /> <br />Mrs. Hayward moved seconded by Mr. Mohr that the staff meet with Mr. Loeber to work <br />out an acceptable plan, and refer this to the Planning Commission for recommendation. <br /> <br />In answer to Councilman Teague, the Mayor said this would not rescind previous <br />Council action. <br /> <br />I <br />II <br /> <br />Vote taken on motion. Motion carried. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to approve Item 3 of the Committee report. <br />Manager Said the plan had been referred to the Planning Commission and was approved at their noon <br />meeting. ,He read the agreement, and explained that a six foot fence and tree plantings would be <br />maintained in a satisfactory condition as a site-obscuring screen until the trees would provide <br />an adequate screen. The decision for removal of the fence lies with the City. If adjoining <br />property owners agree, it would be proper for Lakewood Mobile Homes to give an easement so they <br />could assume responsibility for maintenance of that'strip between the property line and the fence. <br />Lakewood Park would be responsible for replacing any trees and for wo~king out an agreement with <br />property owners. <br /> <br />I <br /> <br />Mr. Teague and Dr. Purdy withdrew the original motion. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to' accept the recommendation of the administration and <br />authorize signing of a contract. <br /> <br />e <br /> <br />Ii <br />jl <br /> <br />In answer to Councilman Mohr, City Manager said the motion should include rescinding of revocation <br />to take effect upon signing of agreement by City. <br /> <br />May 25, 1970 - 4 <br /> <br />.:..lIl <br />
