I I I I I II The City Manager said the City and the Chamber of Commerce have been receiving requests for use of the public mall area, and it seemed that some rules and regulations should be established so that the administration will have some guidelines. I Councilman McDonald suggested that the committee should have one Council representative to keep the Council infonmed. Mayor Anderson said it appeared that this was the consensus of the Council and he would accept the suggestion. 2. Lane County Auditorium Committee - Mr. Lee Bishop explained a-summary report re: Space Facilities Program, which establishes the parameters of the proposed Auditorium facilities. The Committee has requested a consensus of the Council feeling rrior to its June 17 plan- ning review meeting. Mr. Ed Raggozino explained facilities proposed, and design concepts. Mr. John Amundson explained areas of facilities, and how they would be shared. Councilman McDonald entered the meeting. e Mrs. Fort, member of the Lane Gounty Historic Preservation Committee, said they were anxious.to have the auditorium, but were concerned that the vista of Skinner's Butte be preserved. .Mr. Don Lutes said they were equally concerned about the view of the Butte, and that many things were planned for this area besides the Auditorium. I City Manager said the Planning Commission has been concerned with the view of the Butte, and when they have enough information will meet with Eugene Renewal Agency and arrive at conclusions about the-problem. Mrs. Hayward moved seconded by Mr. Teague that the Council accept the concepts as outlined by the Lane County Auditorium Associatien. Motion carried. Paving and Sanitary Sewers - 440' .of Spring Boulevard in Vine Maple Dell Addition. 100%. Dr. Purdy moved seconded by Mrs. Hayward to recommend authorization to proceed with paving and sanitary sewers in Vine Maple Dell Addition. ,Motion carried. Segregation of Assessment, Herman Downs, 2179 Golden Gardens. Total $903.41 Segregated $444.97. Staff recommends approval. Dr. purdy.moved seconded by Mrs. Hayward to approve segregation ef assessment of $444.97 for Herman Downs, 2179 Golden Gardens. Motion carried. Cancellation of Contract 69-73. Sanitary Sewer - Contract awarded in September of 1969 to R. C. Parsons Construction Company was delayed pending negotiations for easements with Southern Pacific Company. Southern Pacific Company has requested city forego assessment in exchange for easement. 'City is not willing to compromise and feels it would be in the best interest to buy the easement. Further extension of sewer has become desirable and staff recommends cancellation and rebidding of contract. Contractor is agreeable to cancellation of the contract. - Mr. Mohr moved seconded by Mr. Teague to' approve cancellation of contract 69-73 for sani- tary sewer in area lying north of 5th Avenue. Motion carried. Mr. McDonald moved seconded by Mr. Teague to approve Item 5 of the Committee report. Rollcall vote. All councilmen present voting aye, the motion carried. !l ! I 6. Barricade Old County Road - City has been trying to eliminate the diagonal street which enters Coburg Road from Country Club Road. The staff recommends a public hearing to bar~icade the south end, which would leave an entrance to the properties served by the - str.eet. I I I I \ I I ~ I . Dr. Purdy moved seconded by Mr. Teague to call a public hearing regarding erection of a barricade,at the south end of Old County Road.' Motion carried. I Mr. McDonald moved seconded by Mr. Teague to approve Item 6 of the Committee report.
