Planning Commission Rep0rts <br />Ii A. July, 1:;3, 1970 - Planning Commission recommended the City Council ask that city <br />I <br /> contracts with the State include a clause providing for public hearing, whether <br /> by State or City, on all projects within the city of Eugene, with notification <br />!: of abutting property owners. <br /> B. July 27, 1970 - Planning Commission recommended vacation of an old street <br /> running parallel to~~llamette Street. Planning Director explained the location <br /> and that replatting will result in providing a new street right of way to <br /> replace the one being vacated. e <br /> C. August 4, 1970 - Planning Commission recommended amendments to the zoning <br /> ordinance as follows: <br /> ( 1) Allow Conference Centers in R-4 District - This would allow facilities <br /> . . / for groups involved in study projects. This resulted from a request <br /> -- for a symposium center, which was denied. However, it was found there <br />'I <br />I, was need for such facilities, and this amendment would allow them in <br /> R-4 areas, under conditional use procedure. I <br /> (2) Amend Planned Unit Development Design Team - Amendment recommended after <br /> recent court ,case ruled ordinance had flaws regarding design team. <br /> ,The amendment will eliminate land planners from the design team and <br /> also correct technical flaws, as instructed by the Court. <br /> ( 3) A recent problem which came before the Council called attention to i' <br /> need for restriction on height of accessory structures'. Ordinance <br /> will limit these, but allows for elev.ator shafts as they are presently <br /> constructed. <br /> (4) Add definition of Conference Center - Necessitated by insertion of <br /> new use in R-4 District. <br />" D. August 10, 1970 - In RA and R-l zones no limitation was placed on parking <br />I, Amendment will limit coverage for parking to 30% which will restrict <br />, coverage. <br /> churches and others from constructing parking space at the expense of open space. <br /> Mr. Teague moved seconded by Mrs. Hayward to approve Items 3A, 3B, 3C and 3D of the Committee <br /> report. <br /> Mr. Don Smith, architect, was concerned with the reference to engineers in the Planned Unit Devel- <br /> opment amendment. Planning Director explained that this amendment corrected the ordinance in <br /> compliance with requirements of the Circuit Court of the State of Oregon. <br /> Vote taken on motion as stated. Motion carried. <br /> 4. Liquor License Reques:t: ,~c.approved by Police Department I <br /> Package Store "B" - Warehouse Food Stores, Inc., 2101 West 11th <br /> There was discussion what type outlet this was, and whether it was a residential <br /> location. Motion carried. -~ "--.:0.<. . "'-, <br /> 5. Motor Vehicle Visible Emissions Ordinance - At the request of Councilwoman Beal e <br /> this ordinance was prepared and circulated to Councilmen. Staff has not yet <br /> determined enforcement procedure, or received report from the Air Quality Control <br /> Commission. <br /> Councilwoman Beal said she felt the Council should express its attitude toward <br /> this type-:6rdinance so staff would know whether to continue its work on <br /> enforcement procedures. <br /> Mr. Paul Willhite, Lane Regional Air Pollution Authority said there are some problems <br /> with regulations being enforced. The State trains inspectors for issuance of citations <br />], to those driving diesel powered vehicles. No special training is required for gas powered <br />! vehicles, since any visible emission is contrary to the law. The Department of <br /> Environmental Quality would like to see such an ordinance adopted so that state <br /> law would be enforced locally. He said up to this time it has been unnecessary to <br /> proceed with court cases, as drivers have been cooperative about correcting deficiencies. I <br /> Councilwoman Hayward supported the ordinance but was concerned with problems of <br /> enfiorcement. She was afraid lack of budgeted funds might hamper proper enforcement. _ f'" <br /> Councilman McDonald was interested if the State might provide additional funds to <br /> enhance enforcement of its ordinance. Manager said this would require legislative <br /> action. \' <br />I' Mr. Willhite said enforcement should be no pro~lem, and personnel could-be trained e <br />I <br /> , for this at the time of their basic training.
