<br /> e The City Manager explained that, prior to Police Department approval of tavern licenses,
<br /> police activity for the year at the taverns in the city was reviewed. The four listed
<br /> above had considerably more calls than any others in the City. He outlined the reasons
<br /> for calls, and said the information was based on written, formal police officer reports,
<br /> and complaints filed in Municipal Court. To further determine a staff recommendation, a
<br /> meeting was held with members of the staff of the Oregon Liquor Control Commission. It
<br /> was concluded the records indicated lack of good management and use of the Police Depart-
<br /> ment for control. It was concluded the staff should recommend these licenses be trans-
<br /> mitted to the OLCC without recommendation, and the results of the study should be for-
<br /> warded to the Commission. If the Council felt a responsibility to make a recommendation,
<br /> staff suggested that the renewals be approved, but that a letter should be forwarded to
<br /> the Commi~sion indicating concern about the management of these outlets and the amount of
<br /> } police activity, and a request that the Liquor Control Commission and city staff keep
<br /> more complete records during the next year to determine whether this activity is continuing.
<br /> I Mayor Anderson said it was his feeling the state statute obligates the City Council to
<br /> make a recommendation, and that the Council should approve the renewals with a letter of
<br /> concern to the Commission indicating the activity taking place and a request for the
<br /> City and the Commission to keep a careful record of the activity of these establishments.
<br /> Councilman Mohr suggested that the Council institute a series of phhlic hearings to
<br /> try to develop a legislative policy concerning liquor control standards and their appli-
<br /> cation. Mayor Anderson said the League of Oregon Cities, is at the present time actually
<br /> e developing public hearings on this subject and working on proposed legislation to improve
<br /> the situation.
