<br /> I distinct parts, and to be fair each part should have been considered separately for police

<br /> I as one by the Police Department. He felt this fact could be indicated in the letter forwarded
<br /> to the OLCC.

<br /> '. League~of Women Voters, read a statement to the Mayor and members of the City Council,
<br /> outlining some of the problems related to lack of State Legislation for regulation of
<br /> slash and agricultural burning, and requesting Lane Air Pollution Authority and the
<br /> " City Council to support State Legislation which will put an end to slash burning, as
<br /> well as agricultural burning, under the jurisdiction of the Environmental Quality
<br /> Commission.
<br /> I' Mrs. Beal moved seconded by Mr. Mohr that the Council go on record supporting the :
<br /> " statement of the League of Women Voters and acvocating control of slash burning.

<br /> i' Councilman Mohr said the ci ty of Eugene is preparing an agenda of legislation which it

<br /> " will- lobby for in the next session of the Legislature. Certainly, problems of pollu-
<br /> I, tion will be incl uded in the legislati ve proposals for the Department of Environmental
<br /> Quality.
<br /> Mrs. Beal said the city of Iilgene would join wi th the League of Women Voters in
<br /> trying to get effective legislation passed.
<br /> Mayor Anderson said he hoped a series of bills could be presented, and felt joining
<br /> with other individuals and organizations would enhance the strength of the program.

<br /> b. Report, Bicycle Staff Committee - Mr. Ernest Drapela of the Parks and Recreation
<br /> Department reported on the progress of the staff committee and recommendations they
<br /> had made to the Council. A three phase approach has been proposed, and the first,
<br /> which is to collect data to develop a sound plan of action, is expected to be com-
<br /> pleted wi thin thirty days.
<br /> Councilwoman Bea~ asked whether the committee had considered requesting lay members e
<br /> to serve on the committee. The City Manager said Mr. Drapela is a member of a lay
<br /> bicycle organization, and that he was sure lay members would provide input into the
<br /> ,I commi ttee .
<br /> " Mr. Dan Herber, architect, said the 1990 General Plan cites the relationship of
<br /> I'
<br /> bicycles with the various transportation systems, and he was glad to see them "
<br /> being considered as a mode of transportation.
<br /> Mrs.. Beal moved seconded by Mr. Gribskov to adopt the report of the staff bicycle
<br /> commi ttee . Motion carried. ( approve)

<br /> I: Councilwoman Beal was concerned about funds for the bicycle study. Manager said money expended would
<br /> :,
<br /> be in staff time, and that the amount set forth in the report was for the entire project.
<br /> The City Manager said a statement in favor of the bicycle study had been received from the AAUW I
<br /> I. an? that they supported the report.
<br /> Mr. Gerhard Hubbe, 1060 West 17th, read a letter in support of bicycle paths in the city, and
<br /> I presented a petition to the City Council.
<br /> Councilwoman Hayward suggested bicycling would be much safer if laws were obeyed by riders.
<br /> Mary Briscoe, League of Women Voters, read a statement in support of positive planning for the use of e
<br /> bicycles" in Eugene.
