( approve) <br /> e d. Wai ver of Fee, Sorgenfri - A letter was received from Lutheran Laymen of Lane <br /> County who are building a low rent housing project for the elderly. They <br /> requested that the City waive a design fee of $973.73 for work done on Hawthorne <br /> Street facilities by the Department of Public Works. This amount would not be <br /> recoverable in mortgage proceeds. This precedent has not been followed in the past <br /> because has not been received. At a previous meeting the Council did make an ex- <br /> I ception on a suorm sewer assessment, and the amount calculated to be carried by <br /> I' the City did not quite use up a one-year difference between the tax production of <br /> the project and what it would produce if publicly owned. The Council could use <br /> :' this as a guideline to comply with this request. <br /> Councilwoman Beal could see no reason the.Council should not accede to this request. <br /> She moved seconded by Mr. Gribskov to approve a wai ver of design fee for Lutheran <br /> Laymen of Lane County. <br /> Several members of the Council voiced the opinion every effort should be made to <br /> encourage construction of 92 addi tional units of housing for low income elderly in <br /> the city. <br /> Vote taken on motion as stated. Liquor License Request approved by Police Department - Retail Malt Beverage Class A, <br /> I Pizza Hut, 35 Sil ver Lane (New location) <br /> Official action will be taken at the regular meeting, November 30. ( approve) <br /> :' f. Traffic Code, Discussion - Previous to the Comrrd ttee meeting, the Council met to <br /> ,. discuss the traffic code chapter which is the first of nine chapters recodified <br /> and presented for City Council consideration. <br /> I Discussion ensued whether to continue to study recodification prior to comrrdttee <br /> meetings. It was the consensus that more time would be needed and that some special <br /> mee,tings should be scheduled for consideration of future chapters. It was proposed <br /> to tentatively set Monday nights when the Council did not meet in regular session <br /> for study of recodification chapters. <br /> Councilman Williams requested that the code be set up in such a manner that amend- <br /> ments qould be mailed to keep copies up to date. ( approve) <br /> e g. Justice System of Local Government - Councilman Mohr presented a proposal for <br /> initiating a model program for developing a justice system of local government. <br /> The proposal suggested elimination of the city jail through increasing use of citations <br /> in lieu of arrest, establishment of a regional detoxification center, abolishment of <br /> criminal sanctions from the municipal code and establishment of regional correction <br /> facilities which will combine both adult and juvenile programs managed by administrators <br /> ! rather than police. Councilman Mohr recommended that the Council form a subcomrrd ttee <br /> to define action lines to achieve this goal, saying this would be another step <br /> toward perfecting the system of justice in Eugene. <br /> Mayor Anderson asked how this would relate to the criminal law comrrdttee. He fel t <br /> a conflict might possibly occur. <br /> Mr. Mohr agreed, but felt the subconmlittee would get direction from a report of <br /> I the criminal law coRmrittee. <br /> The City Attorney said this proposal was related to the entire problem of the <br /> municipal court system and whether it should continue. He felt the only use the <br /> city 1fB.de of the jail was to hold people for appearances in court. <br /> I' The aty Manager suggested if a comrrdttee was appointed, it should include <br /> ,; members of, the staff of various city departments concerned with the subject.
