Music in the Mall Area - Councilman Mohr commented that he had heard rumors that the " <br /> Christmas decorations in the Mall would be musical. , <br /> He recalled that the Council <br /> , had taken a stand discouraging any kind of music or advertising in the Mall, and <br /> " <br /> requested a report. Cooperative Low-Cost Laundromat - Councilman Mohr reminded the Council of a dis- <br /> i: cussion in the past regarding a laundromat for low income persons, and that the <br /> Council had taken a posi tion in favor of development of such a faci1i ty. He ex- <br /> plained that a group has negotiated for use of a warehouse belonging to the <br /> Highway Department, located near the Washington-Jefferson ramp, and has asked for an <br /> indication of Council support. <br /> City Attorney was concerned there might be a zoning problem with this location. ! <br /> Ci ty Manager suggested a letter could be drafted which was favorable to this idea, <br /> after the zoning matter has been determined. <br /> I Councilman McDonald was concerned the City might be obligated financially. <br /> Councilman Mohr assured him there was no proposal for financial assistance. P1anorama, December 12, 1970 - Planning Department has been attempting to arrange <br /> a day-long meeting to discuss several proposals submitted by Lane Council of Govern- <br /> ments. County Comrrdssioners, Springfield and Eugene City Council and Planning Comrrds- <br /> sions have been invi ted. Planning Comrrdssion would like an indication of participation <br /> [' at the earliest possible date. (file) <br /> , <br /> m. Vacation, East 21st Avenue, between Agate Street and Fairmount Boulevard - City Council e <br /> referred this request to the Planning Comrrdssion September 14, 1970. Planning Com- <br /> mission recommended denial, since this street relates to the intersection at 22nd <br /> Avenue, and would create an added traffic load on that already dangerous intersection. <br /> Mayor Anderson asked whether any consideration had been given to making this a <br /> one-way street. Staff said none at this time. <br /> Public Works Director said the Traffic Engineer had explained the problems with ; <br /> the proposed vacation, and the inconveniences that would be caused to people <br /> 1 ving in the area. <br /> Mr. McDonald moved seconded by Mrs. Bea1 to support the Planning comndssion denial <br /> for this vacation. Motion carried. ( approve) <br /> " n. Water Service Request, Virgil Baker - EWEB policy does not permi t providing water I <br /> " service to property outside the city limits unless the area is within a water <br /> district, or unless a health problem exists which can be improved by availability <br /> of ci ty water. Mr. Baker proposes to develop multiple family units on Country <br /> Club Road just west of the Eugene Country Club. It is recommended that the City <br /> Council recommend to EWEB that an exception to their policy be considered for the <br /> following reasons and under the following condi tions : <br /> Reasons - 1. The area is not conti~ou~:~ to existing city boundaries <br /> 2. The area is zoned for the proposed use. e <br /> 3.
