The Council <br />S upp ort <br /> <br />9. Mandatory Collective Bargaining - This bill would' not affect Eugene, as it <br />already has collective bargaining. No action <br /> <br />10. Jury Trials - The League of Oregon Cities will sUbmit three bilis, one of which <br />would repeal jury trials at the municipal level. The others are related bills. <br />Action was postponed until the Council has further' information postpone <br /> <br />11. Statewide Uniform Building Code ~ This would insure codes that are uniform <br />throughout the State, and that standards, would be k~pt up to date. No action <br /> <br />12. Litter Control - Mr. Jordan outlined eight bills which will provide for control of <br />litter and setting forth reasonable fines for littering. No action taken <br /> <br />13. Solid Waste Disposal - There are no provisions in the 'proposed bill which would <br />conflict with any city policy. There were no Council objections to provisions of <br />the bill. No action <br /> <br />14. Air Quality Control - Over 100 air quality bills have been submitted to the <br />legislature for this session. The Task Force on Air Pollution has a package <br />of seven bills, some of which are the same as those in the Eugene package. <br /> <br />The Council strongly supported those bills which are being proposed by the <br />coordinating committee in the Eugene area. Support <br /> <br />Trespassing Ordinance - Copies of a proposed trespassing ordinance were distributed some time <br />ago. The City Attorney has reworked a section of the original 'draft and copies 'of the changes <br />and proposed new language were circulated with the agenda. It is recommended that a date <br />be set for public hearing. <br /> <br />Councilman Mohr had some questions about the ordinance, and asked that the Attorney's office <br />submit an additional report. He was concerned that there would be no need for such an ordi- <br />nance if the report of the criminal law, committee is put into effect.' <br /> <br />Mr. Gribskov moved seconded by Mr. Mohr that a public hearing be set for January 25, 1971 <br />for consideration of a proposed trespass ordinance. Motion carried. approve <br /> <br />Storm Sewer, Coburg Road, north 760' from Cal Young Road - Safeway Stores has proposed to <br />construct a system to the north to Willakenzie Road to discharge into an existing channel. <br />Its system would be parallel and a duplication of the proposed city system. It has been <br />recommended that the City construct that portionof its system at an estimated cost of <br />$30,500, since Safeway has agreed to contribut $5,000 toward the cost. This is the amount <br />which would be saved by Safeway Stores, doe to the City construction" <br /> <br />There was Council discussion whether this storm sewer would be needed by the entire area, <br />and whether abutting property owners would 'be assessed. Public Works Director explained the <br />policy regarding sotrm sewers when they cross a subdivision and ,that' abutting property <br />owners would not be assessed. He explained that this is part of a major trunk system to <br />be installed in the Coburg Road area and that the $5,000 that Safeway'will contribut toward <br />the cost would not ordinarily be assessed against them. <br /> <br />Mrs. Beal moved seconded by Mr. Teague .that'the Council approve the recommendation of staff <br />for construction of this project. Motion carried. approve <br /> <br />Resolution, North-South Basic Railroad Route - A resolution adopted by the Portland City <br />Council urging attention of Secretary of Tra~sportation to reconsideration of the proposed <br />basic railroad routes on the West Coast was 'distributed to Councilmen. The City of Eugene <br />has been requested to consider this resolution. Mayor'Anderson felt that the Council <br />should express its sentiments and-'~i1gge-stl"T<f~~Tnaf: ~taff-draft a similar resolution to forward <br />to the Secretary of Transportation. _.. , <br /> <br />Mr. Gribskov moved seconded by Mrs. Beal that staff be directed to prepare such a resolution. <br /> <br />There was discussion of Council feeling regarding rail service, and whether there might <br />be a better transportation system available. Advantages of such a system were pointed out. <br /> <br />A vote was taken on the motion as stated. Motion carried. <br /> <br />approve <br /> <br />Amendment, City Dog Control Ordinance - There are discrepancies between the City ordinance <br />and County ordinance which would make enforcement and administration difficult for the <br />County. It is recommended that County criteria'be adopted in these cases. <br /> <br />Mrs. Beal moved seconded by Mr. Gribskov that a draft be submitted of proposed amendments <br />which will bring the Eugene ordinance into conformance with that of the County.
