Mayor Anderson concurred and suggested that Dr. Carmichael review his proposal <br />with the City Manager, after talking with other agencies in. the City. .Mrs. Campbell suggested <br />a problem exists regarding disposal of old telephone books and school textbooks and that he <br />might also consider this in his discussions. <br /> <br />I <br /> <br />Mr. Mohr moved seconded by Mr. Gribskov that the Garbage Board be directed to work with <br />Dr. Carmichael to define the City's role in general terms for further discussion of the <br />recycling proposal. Motion carried. approve <br /> <br />Speed Control Review I-l05 - The City Manager indicated concern with freeway sp~eds and <br />accidents as presented by Ed Cone. He suggested th$"Council request the State Speed Control <br />Board to review this problem and obtain its recommendations. Mayor Anderson will request the <br />county and city of Springfield to join with the City of Eugene in a joint request. Mr. <br />Gribskovindicated that it was his opinion that violation of the basic rule is the source <br />of the problem, not the present speed limit. <br /> <br />Mr. Teague moved seconded by Mr. Mohr to request the State .Speed <br />speed limit on I-l05 from the Washington-Jefferson Street Bridge <br />the highway east of Springfield. Motion carried. <br />approve <br /> <br />Change in Street Name - City Manager stated that the Planning Commission recommended <br />renaming the street leading into the Lakewood Mobile Home Courtto Lakewood Court. <br /> <br />Mr. Gribskov moved seconded by Mr. Mohr that this street be renamed Lakewood Court. <br />carried. <br /> <br />Motion <br />approve <br /> <br />" <br />j ~ <br /> <br />Temporary Judge and Attorney Pro Tem Appointments - City Manager stated the Municipal ~our~. <br />and Ci ty Attorney have indicated a need to dispose of a backlog of jury trial cases. He emphasized that this will be a temporary program and <br />that an ordinance is needed. <br /> <br />" <br />; ~ <br /> <br />The City Attorney stated that he envis~oned appointing about four judges and four attorneys <br />who would prosecute trials at night for several weeks until the docket is cleared. City <br />Manager indicated that the older these cases become, less is the liklihood that a fair and <br />proper trial is conducted. This is the reason, he feels, that so many more jury trials are <br />being requested; hence, the backlog of cases. He stated that the funds for this operation <br />would most likely come from the City's emergency fund. <br /> <br />Mayor Anderson requested an ordinance providing for such appointments for the next public <br />hearing on March 22nd. approve <br /> <br />I <br /> <br />Setting March 22nd as <br />Manager requested the <br />been redrafted by the <br /> <br />Hearing Date for Referral Selling and Trespassing Ordinances - <br />Council to set hearing dates for the Trespass Ordinance, which <br />City staff, as well as for the Referral Selling Ordinance. <br /> <br />City <br />has <br /> <br />Mr. Mohr emphasized his concern for passing the trespass ordinance before a comprehensive <br />state law can be formulated. City Attorney indicated the strong need for the ordinance in <br />the City of Eugene and requested the Council to act promptly on the matter. <br /> <br />e <br /> <br />Mayor Anderson stated that the Council should not postpone its responsibility to the citizens <br />of Eugene any longer and that, since the City staff had indicated the urgent need, the <br />ordinance should be acted upon. <br /> <br />Mr. Gribskov moved seconded by Mr. Williams that March 22nd be set as the hearing date for <br />the Trespass and Referral Selling Ordinances. Motion carried. approve, <br /> <br />" <br />Report of Bicycle Comini ttee Proposing Route from 35th and Alder to Uni versi ty Street entrance --I. <br />to Campus - A map outlinin~ a proposed bicycle route was distributed to Council members with <br />a commi ttee progress report. A route from 35th and Alder to the University Street entrance , <br />to the campus will be signed to designate it as a bicycle route. From prior studies it appeare~ <br />this would be a good section fora trial route and that it may answer questions regarding <br />needs for signing, striping, curbs etc. <br /> <br />I <br /> <br />Councilmen expressed concern that no provision had been made to segregate bicycles, or to <br />limit automobile traffic on this route.
