NO$se, South Willamette-Mr. Mohr asked that a report be forthcoming from staff <br />regarding the noise problem on south Willamette Street. <br /> <br />2. Criminal Law Committee ~, Councilman MOh!<requested that a time schedule be set <br />up for a report on the criminal' law policy report. It was the Manager's recollec- <br />tion that the committee should wait to see how the State Criminal Law Statute <br />progressed at the Legislature before getting involved, to see how it would <br />dovetail. Mr. Mohr said the Senate had successfully passed SB 40, 'and he felt the <br />Committee's work should be starting. <br /> <br />3. EWEB, Council Authority - Mr. Mohr requested a report regarding authority of <br />the Council regarding composition of EWEB Board, and whether it could expand it <br />or change its terms of offi ceo Mrs. Beal said she had checked and the Council <br />could do practically anything. <br /> <br />The Manager said the City Attorney had written a memorandum covering Council <br />authority regarding ~erms of the EWEB Board. Mr. Mohr requested an opinion <br />whether the Board could be expanded. <br /> <br />I. <br /> <br />Laurel Hill Plan, request for speedy Planning Commission Consideration - Councilman <br />Mohr asked the status of the Laurel Hill Plan. City Manager said matters on t~e <br />Planning Commission Agenda concerning the land use and transportation portions-~oI <br />the Laurel Hill Plan were postponed until completion of the plan. <br /> <br />Planning Director explained that the Planning Commission and Laurel Hill <br />try to meet in the near future to work out differences and adopt a plan. <br />be gi ven high priori ty <br /> <br />Group will <br />This is to <br /> <br />J. <br /> <br />Bicycle Compliance with Traffic Regulations(- Councilman Gribskov again requested <br />that consideration be gi vento publicizing need for adherence to traffic laws. <br />He has seen many violations, especially with riding on the wrong side of streets. <br /> <br />Assistant City Manager said officers have not been stopping bicycle riders unless <br />there was a specific violation. He will pursue the matter further. <br /> <br />Councilman Mohr was concerned and felt it was the concern of the City to promote <br />safety at the same time it promoted the use of the bicycle. <br /> <br />Public Works Director explained his request for a public relations man, and the <br />work he would be doing regarding bicycle studies and bicycle problems$ <br /> <br />Mrs. Beal felt studies were already being done in Parks, Planning and Public Works <br />Departments. <br /> <br />Mayor Anderson requested a status report on the bicycle program. Mr. <br />Freeman said they have come up with severa~ ideas, but the prob&em is to change the <br />student's attitude.
