Problem Drinker, Traffic Fatality Project - Mr. Stan Allen, Community Educator for <br />4/14/71 the Traffic Fatality Project, had sent an information brief to members of the Council <br />and was in attendance to explain the project. He said it was a three-year project, <br />and funded with federal funds. In the three months they have been operating they have <br />received approximately 38 r€ferrals from the courts, and individual cases will be <br />evaluated by them before sentencing by the Judge. Individuals will be given an <br />opportunity to participate in their program, and will be taken off the highway for <br />one year. Mr. Allen emphasized that they were not asking for money, but an endorse- <br />ment and Council support. Motion carried. approve <br /> <br />Dog Control in City Parks - Council was previously requested to allow obedience train- <br />ing of dogs in parks. Parks Department staff reviewed their rules and has recommenaed <br />that dogs in developed areas of the parks should be kept on a leash, but they could <br />be permitted free exercise activities in designated, undeveloped areas of some parks <br />where they would not interfere ,with no~mal park usage. -It is suggested these rules <br />be made part of the ordinance and posted in the parks to allow control. <br /> <br />Mr. Smith pointed out that posting of rules would give some leverage to park attendants <br />when a problem occurred which caused interference;wi th enjoyment of the park b,y others. <br /> <br />Mrs. Beal moved seconded by Mr. Williams to request staff to prepare an amendment <br />to ,the .ordinance whiCh would 'permi t an exercise program in designated areas of ci ty <br />parks. Motion carried. approve <br /> <br />Purchase Options <br />1. Turning Radius, West 11th - City has an opportunity to purchase property from <br />David and Edna K. Peterson for $210, which would make an excellent turn radius. <br /> <br />Mr. Teague moved seconded by Mrs. Beal to authorize staff to buy this parcel <br />for $210.00. Danebo Neighborhood Development Plan, Resolution for Second Phase - Mr. David Hunt, <br />4/. ~~7l Eugene Renewal Agency, explained that funding for the Danebo Neighborhood Develop- <br />ment Projecchas become a problem because of lack of local funds to match federal <br />monies. <br /> <br />e <br /> <br />I <br /> <br />.1 <br /> <br />I <br />t <br /> <br />I <br /> <br />e <br /> <br />I <br />,j <br />II <br />II <br /> <br />Mr. Bob Thomas showed slides and reported on progress made this year in the project, <br />and plans for continuation in the next fiscal year. <br /> <br />Mr. Hunt explained ci ty credi ts. whi ch had been used for the pre vi ous ci ty share of <br />the project, and how they plan to sell a note against the tax increments on that <br />project when they come in. The Agency has funds earned from other projects which <br />are now invested pending future needs. The Agency would submit a bid on these <br />notes. He wanted the Council to be aware of their proposal for means to raise <br />funds to carry out the project. <br /> <br />City Manager explained that the Eugene Renewal Agency had proposed a resolution <br />which will be scheduled for adoption at the April 26 meeting. The resolution will <br />approve the neighborhood development program, annual increment thereof, and filing <br />of application for financial assistance. Mr. Hunt has explained the ramifications <br />of the Agency financing plan, if the grant.is secured from the Housing and, Urban <br />Development Department.. He explained the meaning of their. plan in terms of assessed <br />value of property in the area. <br /> <br />Councilwoman Campbell said a good job is being done in that area, and the Council <br />should offer any encouragement it can." <br /> <br />(See Resolutions, these m~nutes, for action on this item) <br /> <br />II <br /> <br />approve <br /> <br />E.
