<br />On Item 2, Mr. John Horn, 1170 Pearl, said he
<br />opposed to paving of this alley. He said Mr.
<br />alley, and they too are opposed. They do not
<br />their property, but that it is solely for the
<br />
<br />represented Mr. Bernard Strassmier, who was
<br />Strassmier has contacted other owners on the
<br />feel that improvement of the alley will benefit
<br />benefit of the Salvation Army.

<br />Mr. James Redeen, Architect, said this petition had been initiated because of drainage problems.
<br />The Salvation Army will have almost its entire facility here. There are no storm sewers in the
<br />area, and there is a problem of site drainage. The Church of Christ and an apartment house
<br />would almost certainly benefit from the paving.

<br />alley if it were not improved.

<br />Two bids were received. Hal Bailey submitted the low bid of $334.00 and Harry Abejin bid
<br />$648.00. Recommend award to the low bidder.

<br />Manager explained that a public hearing was previously held to determine_whether buildings at
<br />this location should be demolished. As a result, the Council decided to proceed, and Hal
<br />Bailey Const. Co. is low bidder on the project. Staff has had correspondence with the owner
<br />of the property in which he objects to this ~ocedure. Staff and the Renewal Agency have
<br />discussed the problem with the property owner, and feel demolition should proce@d.

<br />Mrs. Bea1 moved seconded by Mrs. Campbell that the Council sehedu1e a pub1i c hearing to
<br />discuss a proposed referendum to be placed on the May ballot.
<br />
<br />Councilman Mohr thought a public discussion would be most impot:tant, and that the discussion
<br />should be concerned wi th the referendum measure and the need for such a referendum. The
<br />Counciw could then act on the other resolution proposed by the Committee.
<br />
<br />Mrs. Hanning pointed out that there were two portions to the request, and the motion
<br />included only one resolution. They would also request the Council to come to a decision
<br />regarding its feelings about the war, and that it urge the State's representative to
<br />act on those feelings.
<br />
<br />Mr. Mohr outlined Council problems with resolutions concerning issues outside the limits,
<br />of the City when there was not unanimous support of the Comnci1. The impact ,i's pot as
<br />great as when there is a unanimity of opinion, and there is no way to handle the issue
<br />when there is a di vision of opinion.
