They have been dubious the bill in the senate will have much success. <br /> <br />City Manager said staff will check out the residents problems and concerns. <br /> <br />file <br /> <br />Article, American Law School Journal - Mr. Hershner called attention to an article <br />in the American Law School Journal written by Professor Platt, who was chairman of <br />the Council Committee to Rewrite the Criminal Code. In the article he has used a <br />great deal of data from the Eilgene Municipal Court System. <br /> <br />File <br /> <br />S.B. 237, Backyard Burning Bill - Mrs. Beal informed the Council that the House <br />hearing on this bill is scheduled for April 29 at 3:00 and requested members of <br />the Council to attend. She explained the bill and its affect on the Eugene Backyard <br />Burning Ban. She was directed to prepare a statement/ which will be read at the hearing. <br />File <br />Budget Election, Presentation to Public - Mayor Anderson said the purpose of this <br />meeting was to explore procedures for promoting the budget. <br /> <br />City Manager distributed an informational sheet outlining services and improvements <br />proposed for fiscal year 1971-72, which represent an extension of or addition to items <br />in the 1970-71 budget. He pointed out that the larger capital improvement items could <br />be classified as maintenance, and that they were largely involveq~with federal matching <br />funds, as were many of those listed under Parks improvements. - <br /> <br />The President of the League of Women Voters has offered to provide lists by wards of <br />members of the League who could help. They have been involved in student registration, <br />which could provide a good bJock of interested voters. <br /> <br />It was the consensus of those present that a telephone campaign would be most successful <br />in the limi ted time remaining, and that right and proper answers should be gi ven to <br />those contacted who had questions. It was also suggested that reasons for increases <br />be made perfectly clear. <br /> <br />Mrs. Smith was concerned that the yes votes were decreasing. She suggested that <br />Councilmen and freeholders from each ward hold a public meeting where interested persons <br />could,meet them and ask questions. <br /> <br />Gary Donnelly suggested that two or three items of special community interest be <br />highlighted and publicized for the people. <br /> <br />Councilman Mohr supported Mrs. Smith's plan, and suggested that the League of Women <br />Voters be contacted to assist with the general strategy. <br /> <br />Councilman Williams felt the time could be spent more profitably in personal calls. <br /> <br />Dave Whitbread felt the positive approach was important, and that having Councilmen <br />available was the point. If the public does not take advantage/ it is their fault. <br />Building up such people tb people meetings would give! tpe-news media some.thing to say. <br /> <br />Mayor Anderson suggested that Councilmen meet with freeholder representatives and <br />return to the next commi ttee meeting wi th a format for proceeding in each ward. <br /> <br />There was discussion about acquisi tion of funds, and contact wi th news media regarding <br />dissemination of information regarding the election. <br /> <br />Representatives of the League of Women Voters volunteered to organize a phone committee. <br />Mrs. Beal, Mrs. Campbell and Mrs. Luby will coordinate this effort. file <br /> <br />Peace Advertisement in Newspaper - Mr. Pat Harrington of the Spring Action Coordinating <br />Committee and Junior Class President at fue University of Oregon, showed those present <br />a full page ad to be printed in the Register Guard which they hoped would help to <br />bri dge' the gap between the business communi ty and the uni versi ty. <br /> <br />Mayor Anderson said he hoped everyone would support this program. Mr. Gale Roberts <br />said he had been working with these students and was proud to be associated with them. <br />Participation in funding for this ad would gi ve everyone an opportuni ty to contribute <br />to the effort for a closer relationship. file <br /> <br />Peace Groups - Mrs. Beal commented that she had met with some of the Peace Groups, <br />and that there appeared to be a division between those who simply want peace and the <br />radi cal elements. fi le <br /> <br />May Day Activities in Mall <br />in the Mall Plaza had gone <br />effective.
