Rollcall <br /> vote. Councilmen Williams, Campbell, Beal, Teague and'McDonald voted aye. Messrs. Hershner and <br /> Mohr voted not. East of Bailey Hill Road, south of 18th, north of Westleigh Street; RA to <br /> R-2 PD (Ellison and Platz) <br /> A l,imi ted multiple family development is proposed for this site, which could <br /> possibly be tied to the developers PUD development in this location. <br /> I In answer to Mr. Mohr, Planning Director explained Planning Commission reason- <br /> ing for not allowing high density for this property was that the General Plan <br /> allows no more than ten units per acre in this location, and the developer i' <br /> would have to stay within the overall density'on the site. Mr. Platz is in <br /> agreement with the policy and will include this area in the overall PUD. <br /> Mr. Teague moved seconded by Mr. Mohr that the Planning Commission recommendation for denial of a <br /> zone change be approved. Motion carried unanimously. , <br /> " <br /> D. October 18, 1971 <br /> l. Zone Change Recommended Denial <br /> a. South of Cal Young Road, west of Coburg Road; RA and R-2 to C-l PD and RP PD <br /> (Northland Investments, Inc.) <br /> Planning Commission requested a legal opinion from the City Attorney about the <br /> advisability of this rezoning in view of the Willakenzie Interim Land Use Plan. <br /> The Commiffiion was very impressed with the design, but in view of past his-tory <br /> and the amount of commercial property available, it was their recommendation <br /> to deny the proposal. <br /> Planning Director explained that, if a need was felt for more commercial <br /> property, the plan should be reviewed, with rezoning done on other than a <br /> piecemeal basis. <br /> I Mr. Richard E. Miles of Northland Investments read a statement in favor of the <br /> zone change request. He outlined reason's to justify Council approval of the <br /> request, and arguments against Planning Commissimreasons for denial. <br /> " <br /> II James Fisher, 1220 Woodside Drive, was against a change in the present zoning <br /> II <br /> " for the following reasons: 1) that he had recently built a home in the <br /> neighborhood with the understanding that it was, and would probably remain, <br /> residential zoning; 2) the change was not in accordance with the Willakenzie <br /> e Plan or the 1990 Plan for that area; 3) a bad traffic problem exists. <br /> 'I A statement of the League of Women Voters, previously entered into Planning <br /> Commission minutes, was read to the Council. It protested rezoning of this <br /> I: property. <br /> Mr. Jim Redden, Architect, asked to explain the philosophy behind the planning <br /> for this site, which he termed peculiar. He explained the development, its <br /> use to the neighborhood and proposed buffering. <br /> Councilman Williams asked for an explanation of the apparent violation of the <br /> Willakenzie Plan with the addition of a tremendous amount of R-2. Planning <br /> Director explained that the Planning Commission found an excess of C-2 land, <br /> which they classified to lesser density. This was not in violation of the <br /> Willakenzie Plan. <br /> I City Manager explained that the City Attorney's office had suggested that, if <br /> it was felt the Interim Willakenzie Plan was no longer valid, a study should <br /> be made of the entire area. <br /> Mr. Teague moved seconded by Mr. Mohr that the Planning Commission recommendation be ~ccepted <br /> and this request denied. Motion carried. <br /> 2. Annexation Recommended <br /> a. 122 acres south of 43rd and east of Amazon Drive. (Boundary Board referral) <br /> e It was noted that this is a residential area with a high percentage of <br /> failing septic tanks which drain into the city. <br /> 11/1/71 - 5 ... <br />
