<br /> He felt the storm sewer would be much more satisfactory, and that it should be I

<br /> Public Works Director said they had estimated the cost of storm sewer through the
<br /> school property and it would require an additional $53,554. The amount now required I
<br /> is not in the present budget, but the department had been willing to ask Council to "
<br /> transfer funds from another project.
<br /> Wayne Bush, 2141 Marlow Lane, said there had been much controversy BE,out the 'ditch,
<br /> and 'it was his feeling it was badly needed now. It is very hazardous to children in
<br /> the area.
<br /> Councilman Hershner belleved the property owners should be polled, and he moved,
<br /> seconded by Mr. Gribskov that the Council reconsider the motion to reject, and
<br /> postpone any action on this bid until the property owners have been polled.
<br /> Mr. Williams asked that the staff report to the Council the cost of erecting a fence e
<br /> along this di t ch . He felt the important thing was to protect the lives of children,
<br /> rather than reclaiming land, and that a fence might be satisfactory.

<br /> A. Permission for Absence, Councilman McDonald - Councilman McDonald requested permission
<br /> 11/3/71 to be absent from the meetings of December 13 and 27 and January 10.
<br /> Mr. Teague moved seoondedby Mrs. Beal to approve Mr. McDonald's request for leave
<br /> from those three meetings. Motion carried. Approve:;
<br /> B. Amazon Coinmunity Center Building - Several years ago a bond issue was approved for the
<br /> 11/3/71 purposes of building swimming pools and oommuni ty buildings. Director of Parks and
<br /> Recreation explained that it is proposed to build a community center at Amazon Park,
<br /> which will expend the remaining $262,000. He delineated a map, showing a new concept
<br /> of separate, multi-sized buildings, and explained the advantages it is felt will be
<br /> gained from this type facility. He explained the manner of operation of this new !'
<br /> type facili ty, and how fue cost of operation will differ from the accepted single
<br /> I
<br /> building.
<br /> In answer to Councilman McDonald, Parks Director said the original bond issue was for
<br /> $1,750,000, of which $262,000 remains.
<br /> Councilman Teague requested a survey of park facilities be completed, and that a "
<br /> ;:
<br /> committee meeting be devoted to discussion of the report. "
<br /> Councilwoman Campbell commented that she was very happy to have this facili ty constructed I' I
<br /> in her ward, and that the plan looked great to her. She asked Mr. Smith if he had "
<br /> talked with the YMCA and coordinated the plan with them. Mr. Smi th said they had an
<br /> excellent relationship wi t}:I,the "Y'!, and hoped to share some uses.

<br /> Mr. Teague moved seconded by Mr. McDonald to authorize staff to prepare working
<br /> drawings and proceed to bid with this project.
<br /> There was Council discussion of the problems of vandalism at oommunity centers, and
<br /> how this concept could affect the misuse of buildings. Mr. Smith explained that it e
<br /> was felt unused segments could be kept locked, and that citizens would zrore readily ;;
<br /> identify with this type facility, and feel zrore personal interest in its maintenance ,I

<br /> and care. There are many other advantages with this type facility, especially wi th
<br /> programing and access. "

<br /> D. Agreement, Bridge over Southern Pacific Tracks - This agreement will permit construction I
<br /> 11/17/71 of a pedestrian ahd bicycle bridge over Southern 'Pacific tracks between Washington .,
<br /> Street and Jefferson Street. In accordance wi th a previous understanding, the ci ty
<br /> has no oommitment for funding this state contract.

<br /> Director of Public Works reported that, for aesthetic purposes, specifications had
<br /> eliminated a wire cage over the structure. Public utility Commissioners felt this
<br /> cage was necessary for safety, and it will be included when the b,Eidge'is built. e
