She said that hearings e <br /> should be held on parts of E~SATS which have been described, but not in a public hearing <br /> type situation. Recommendations will be made to include certain safeguards to put people's <br /> minds at rest about the nature of their conmritment. Work Release Program, State Corrections Division - Mr. Frank Kale of the StateCorrectio~s <br /> Division introduced Mr. Garland Godby, who explained the program proposed for a facility <br /> at 564 Lincoln Street. He said the program would prepare offenders for return to society <br /> and assumption of roles as law-abiding citizens, and explained that supervisory control <br /> would be maintained to insure that the general safety of the public was not endangered. I <br /> , Chief of Police Dale Allen said,that, based upon the program and its present success, <br /> " <br /> " his department endorsed the program. Mr. Martin added that, as the program is developed, <br /> , <br /> ;1 it will be available on a limited basis for city use. <br /> " <br /> " In answer to Mrs. Beal, Mr. Godby said that they trred to keep the facilities as small as <br /> I, possible and they hoped they would have more than one location in Eugene. They hope that <br /> eventually some women can be included in the program. <br /> Mary Briscoe, President of the League of Women Voters, said they had assisted with e <br /> canvassing the neighborhood where the facili ty would be located and that, wi th one <br /> exception, there had been wholehearted acceptance of its location in that area. <br /> I <br /> Mayor Anderson said he personally felt it was an excellent program, which was worth <br /> of favorable consi deration by the Council. <br /> Mr. Williams moved seconded by Mr. Mohr that the Council endorse the Work Release <br /> program, in concept. Motion carried. Approve <br /> I. Proposal for County-Wide Income Tax - On November 30 a meeting was held with County <br /> Commisisoners and representati ves of fi ve Lane County cities to discuss a proposal for <br /> i. a county-wide income tax. Council discussed the proposal and whether it might be well <br /> to propose an income tax that followed the League of Oregon Ci ties joint proposal for <br /> ci ties, counties and schools, rather than one for just cities and the county. It was pointed I <br /> out that the school districts overlap problem going across county boundaries made it dif- <br /> ficult to include schools in the county-wide proposal. <br /> Mrs. Campbell fel t the ci ty would be better off having its own tax, and that the tax <br /> would have to pass in Eugene before it would carry in the county.
