Mr. Martin explained <br /> that it was felt citizens of the city are also citizens of the county, and receive <br /> county services. <br /> Mr. Gribskov pointed out that, in order to sell the tax to the people, it should be <br /> made clear what the money' will be spent for. <br /> Mrs. Niven suggested that the Councy should cOmaUt some funds in the fringe areas and <br /> that there should be a cOmaU.tment to limit the property tax. <br /> Mr. Mohr fe1 t that property tax relief should have first priority. <br /> e Mayor Anderson suggested that Council instruct staff to prepare a report to Council <br /> and that three areas should be investigated - how it would re1aEe to a property tax <br /> levy limitation; how the program fit in with plans and priorities in the city; look <br /> at needs in light of additional revenue and the priorities. The staff should <br /> also prepare political arguments why people of Eugene should support this type revenue <br /> raising measure. <br /> I Mr. Mohr reiterated that it should be made clear that the tax burden wou1dbe reduced <br /> by transferring the property tax burden onto the income tax, rather than mention any new <br /> programs. <br /> it <br /> Mr. Martin explained that staff felt it should submit to Council some recommendations <br /> as to how that resource would be used to maintain the city's operation and to offer some <br /> property tax relief. <br /> Mrs. Bea1 moved that the Council ask staff for further information. <br /> Mr. Mohr moved seconded by Mrs. Campbell that the council direct staff to limi t <br /> " investigation to provide schemes for direct property tax relief based upon the new <br /> income tax to keep the property tax level equiyalentto the past year. This is to <br /> say it would be used solely for property tax relief. <br /> Mrs. Campbell' asked that staff show the Council what the revenue would be if the <br /> " ci ty had its own income tax. <br /> ~ <br /> Mayor Anderson felt the motion was limiting to staff and that he could not support <br /> the motion. <br /> i <br /> " <br /> Mrs. Beal asked to amend the motion to not limit staff to just property tax relief. <br /> I Mr. Mohr said he would withdraw his motion if he could ascertain why the ,Council did <br /> not concur with his motion. <br /> " Mr. Williams suggested that the Council would be playing games with the voters, and <br /> that a study should determine what the impact would be and ,whether the Council should <br /> approve such a tax proposal. <br /> Mr. Teague felt the staff should provide Council wi th some defini te plans for use of <br /> e the funds. <br /> Mr. Williams urged Council to defeat the motion, saying the time to restrict would <br /> be after the staff report. <br /> Vote taken on mOtion as stated. Motion failed with all voting no except Mr. Mohr, <br /> who voted aye. <br /> Mr. Williams moved seconded by Mr. Gribskov that staff be instructed to consider <br /> this particular tax proposal, its impact on the citizens of Eugene and the impact it <br /> mi ght have, both on the future property tax base of Eugene, as well as revenue needs, <br /> and come back to Council with recommendations. <br /> Mrs. Campbell requested a report from staff showing the real advantages of this tax to <br /> the ci ty of Eugene. <br /> I Mr. Williams said the impact on the citizens of Eugene could certainly be included. <br /> Vote taken on moti on. Motion carried. Approve <br /> J. Annexation Recommendation, 8mi th - At its November 8 meeting the Eugene Planning <br /> Commission recommended annexation of the 8mi th property of .53 acres, located <br /> north of Bond Lane and west of Norkenzie.
