Traffic Signal Petition - A petition for traffic signals "at Fir~t.Avenue and Monroe 12/8/71 Street, signed by 229 employes of School District 4J has been received. Priori ty list for signalization places this about 20th, and staff recommends that it be adeed to the priority list. Mr. Williams moved seconded by Mr. Gribskov to add the request for traffic signal at First Avenue and,Monroe Street to the priority list. Motion carri ed. Approve L. Sidewalk, Friendly between 27th Avenue and 28th Avenue - Property owners on the east side 12/8/71 of Friendly between 27th Avenue and 28th Avenue have been requested to construct sidewalks to complete walks for the entire block. Two have taken no action, and staff recommends Council give authorization to proceed wi th an improvement district to construct sidewalks and assess abutting property- owners for the cost. Mr. Williams moved seconded by, Mr.. Gribskov to authorize staff to proceed to bid on e the above project.. Motion carried. Approve M. Assessment Segregations - 12/8/71 A. Senger property, Wisconsin Street between Cody and Burnett; $61,2.80 to be paid B. Eugene Granite and MarD1e Works, Obie Street; $600.65 to be paid Mr. Gribskov moved seconded by Mrs. Beal to approve the assessment segregations listed I above. Moti on carried. Approve N. Motor Vehicle Wrecking License Renewal 12/8/71 Gunderson White Trucks, Inc., 2200 West 6th. Staff recommends approval. Mrs. Bea1 moved seconded by Mr. Mohr to approve the license renewal for Gunderson. White Trucks, Inc. Motion carried. Approve O. Minutes of Meeting of November 22 - Approve with the following correction: Page 12/8/71 4, Paragraph llchange to read".... . owners .were paying for only one-half a 24" line." Approve P. Joint Housing COnmllttee Request to Subnlit Proposal for Rent Allowance Program - Mrs. 12/8/71 Betty Ni ven, chairman of the Joint Housing COnmllttee, explained a proposal to request consideration of Eugene as the site for an experimental rent allowance program. The program provides for direct payment of a rent subsidy to the renter, based upon the ~9rfference~b~~ween t~~~ctua1 rent and 25% of the renters income. Mrs. Niven answered questions asked by Councilmen regarding adnlinistration of the program and necessary qualifications to apply. Counci 1man Wi 11i ams, member of the Housing COnmll ttee, urged Council to approve the moti on of the Joint Housing COnmllttee to authorize the COnmllttee to supply HUD with necessary information and request HUD to consider Eugene as a possible site for the Experimental I Housing Program. He said the program fit in wi th Council concerns about housing in the community. Mr. Gribskovi member of the Housing COnmllttee, joined with Mr. Williams and said this would be a step in the right direct-on. In answer to Mrs. Campbell's concerns, Mrs. Niven said this program would have no bearing on any other city program, and would conflict in no way with programs now in effect. e Mrs. Bea1 moved seconded by Mr. Williams to authorize the Joint Housing COnmll tree to proceed wi th its proposal, as outlined above. Motion carried. Wi thdraw Councilman Williams explained that the program was not geared for a city of this size, and the Committee had decided that the request should be withdrawn. Q. Petition for Reduction of Speed Limit - Councilwoman Campbell said she had received a copy of a petition signed by about ,forty people asking for a reduction in speed on Fox Hollow Road and asked if some action had ,been tgken. Public Works Director said his department is collecting data to deternline whether the State Speed Control Board should be requested to make another check of the area. Several checks have been made in the past. A letter has been written to the petitioners, and Council will receive a report when the data has been collected. File R. Citation for Service - Mrs. Campbell commented that she had been contacted by consatuents I who wished to compliment Parks Department and Traffi c Department for excellent servi ce with handling of complaints. Mrs. Campbell asked about the policy for making a yellow line next to stop signs to gi ve better vision to drivers.
