Priori ty list <br /> for signalization places this about 20th, and staff recommends that it be adeed to the <br /> priority list. <br /> Mr. Williams moved seconded by Mr. Gribskov to add the request for traffic signal <br /> at First Avenue and,Monroe Street to the priority list. Motion carri ed. Approve <br /> L. Sidewalk, Friendly between 27th Avenue and 28th Avenue - Property owners on the east side <br /> 12/8/71 of Friendly between 27th Avenue and 28th Avenue have been requested to construct <br /> sidewalks to complete walks for the entire block. Two have taken no action, and staff <br /> recommends Council give authorization to proceed wi th an improvement district to <br /> construct sidewalks and assess abutting property- owners for the cost. <br /> Mr. Williams moved seconded by, Mr.. Joint Housing COnmllttee Request to Subnlit Proposal for Rent Allowance Program - Mrs. <br /> 12/8/71 Betty Ni ven, chairman of the Joint Housing COnmllttee, explained a proposal to request <br /> consideration of Eugene as the site for an experimental rent allowance program. The <br /> program provides for direct payment of a rent subsidy to the renter, based upon the <br /> ~9rfference~b~~ween t~~~ctua1 rent and 25% of the renters income. <br /> Mrs. Niven answered questions asked by Councilmen regarding adnlinistration of the program <br /> and necessary qualifications to apply. <br /> Counci 1man Wi 11i ams, member of the Housing COnmll ttee, urged Council to approve the moti on <br /> of the Joint Housing COnmllttee to authorize the COnmllttee to supply HUD with necessary <br /> information and request HUD to consider Eugene as a possible site for the Experimental I <br /> Housing Program. He said the program fit in wi th Council concerns about housing in the <br /> community. <br /> Mr. Gribskovi member of the Housing COnmllttee, joined with Mr. Williams and said this <br /> would be a step in the right direct-on. <br /> In answer to Mrs. Campbell's concerns, Mrs. Niven said this program would have no <br /> bearing on any other city program, and would conflict in no way with programs now in effect. e <br /> Mrs. Bea1 moved seconded by Mr. Williams to authorize the Joint Housing COnmll tree to <br /> proceed wi th its proposal, as outlined above. Motion carried. Wi thdraw <br /> Councilman Williams explained that the program was not geared for a city of this <br /> size, and the Committee had decided that the request should be withdrawn. <br /> Q. Petition for Reduction of Speed Limit - Councilwoman Campbell said she had received a copy <br /> of a petition signed by about ,forty people asking for a reduction in speed on Fox Hollow <br /> Road and asked if some action had ,been tgken. <br /> Public Works Director said his department is collecting data to deternline whether the <br /> State Speed Control Board should be requested to make another check of the area. Several <br /> checks have been made in the past. A letter has been written to the petitioners, and <br /> Council will receive a report when the data has been collected. File <br /> R. Citation for Service - Mrs. Campbell commented that she had been contacted by consatuents I <br /> who wished to compliment Parks Department and Traffi c Department for excellent servi ce <br /> with handling of complaints. <br /> Mrs. Campbell asked about the policy for making a yellow line next to stop signs to gi ve <br /> better vision to drivers. Public Works Director explained the policy and asked that she <br /> notify him of the location so that his department could check and see if there is a <br /> .' vision problem.
