Petitioned by owners of 100% of property to be assessed. council was informed <br />that: (1) Dry line sani tary sewers are to be installed only wi thin streets to <br />be paved. Sani tary sewer on Lindley Lane will be installed later since only <br />one-half of the street will be paved at this time; the other half is in the <br />County. Some effort is being made to get that half paved and if successful the <br />sewer will be installed at this time. (2) Sanitary sewers on Stonegate will be <br />installed at a later date since that street is already paved. (3) City costs <br />for storm sewer will be $19,050. (4) This subdivision will be served with septic <br />tanks until a sewer main is available; there is no prospect of one at this time. <br />A PUD application was previously denied because of unavailability of sewers. <br /> <br />In answer to questions from Council members, Public Works Director said the <br />storm sewer will be connected to established drainage to the south. The sub- <br />divider has blanket approval from the County on use of septic tanks, however <br />each separate building will require septic tank approval at time permi t is <br />issued. He said drainage for tanks in the plat is as good as any in the area. <br />Councilman Hershner expressed concern about overloading open storm channels <br />across private property with water from newly paved subdivisions. Public Works <br />Director said that would not occur in this instance. <br /> <br />Mr. Williams moved seconded by Mr. Wood to accept the petition. Motion carried <br />unanimously. <br /> <br />'9'~ Paving, Sanitary and Storm Sewers within Nelson Plat - Petitioned to serve an <br />/ industrially-zoned area west of Bertelsen Road between 11th and 13th. 40% of <br />properties to be assessed are outside the plat; all sewers to serve Nelson Plat <br />have been constructed. <br /> <br />Councilwoman Beal thought owners of properties outside the plat should be notified <br />of the project before the petition is accepted and befo,re any expense incurred in <br />engineering and design work. She felt that Council was more'or less pressured <br />into going ahead with a project after the engineering work has been completed <br />and bids called. Manager suggested if property owners are notified at time <br />of initiation of a project it would result in two public hearings before the <br />Council. Mayor Anderson thought petitions should be considered from the view- <br />point of whether the Council decides a project is needed. Then when the design <br />and cost estimates are presented at,time of bid award, there is something definite <br />upon which to base a decision. Public Works Director reminded the Council of <br />procedure previously followed of holding public hearings when adoption of <br />improvement ordinances was considered. This resul ted in two public hearings, <br />the second at the time df bid award, and the Director felt the present method <br />of notifying property owners of public hearing when bids are considered is much <br />better. He said the Council should in no way feel pressured because of time <br />spent on engineering and design work. It is not wasted because plans on those <br />projects which are not carried forward are saved with the knowledge that at <br />some future time the project will be constructed and those plans used. <br /> <br />Councilman Williams noted that the petition carried 60% of the property to. be <br />assessed and felt it would be another matter were it not a majority in favor <br />of the improvements. Public Works Director also discouraged the Council from <br />relying on petition percentages when considering installation of sewers, because <br />there is an obligation to initiate sewer construction where there may be health <br />hazard situation. Councilman Wood asked if the properties outside the plat <br />had access to the sewers and was to14 they did, otherwise they could not be <br />assessed. <br /> <br />Mr. Williams moved seconded by Mr. Wood to accept'the petition. Motion carried <br />unanimously. <br /> <br />1(6'~ Paving Wildwood Street from Inglewood to 450 feet north; Ridgeway Drive from <br />Flintridge Avenue to 450 feet north; Inglewood from west boundary of 2nd Addition <br />Flintridge to 450 feet west; Ironwood Street from Ridgeway Drive to 650 feet north, <br />and Cedar Ridge from Ironwood Street to Wildwood Street; also storm and sani tary <br />sewer in area between 320 feet east and 800 feet west of Wildwood from 100 feet <br />north to 1000 feet north of Flintridge Avenue . ~ I <br />Petitioned by owners of 100% of property to be assessed.
