.'

P. COuncil Initiated projects - Staff .recommended. initiation of paving the following-
st.reets which are inadequate in width and in fair to poor condi tion. Copies of
report on poll of owners of affected properties were previously distributed to
Council members.

j'. Oak Patch from 11th to 18th (44-foot width) - 21 parcels, 37% for, 57% against,
6% no response. Because of planned unit developments on both sides of the
street, improvement to arterial standards will be needed soon.

, Comm
I
,,5/23/73

Approve

councilmen Wood and McDonald expressed concern about the 18th and Oak Patch
intersection and asked whether there would be any change. Public Works Director
said there is no ,solution because of geographical limitations. He didn't feel
problems at. that ..intersection would be greater because of the Oak Patch improve-
ment. He said event;ll~ly a signal light might be installed there, but there is
no priority for it now",' Director added that_the-proposed design 'of the project
to include bike paths is proper because of PUDs along/both..sides.

Mr. Williams moved seconded by Mr. McDonald to initiate the project as recommended.

.

Councilman Williams viewed the street as a local thoroughfare and not of regional
significance. He was concerned about initiating its improvement, saying if it
were petitioned by owners of a majority of the abutting properties there would
not be major concern. Manager said traffic estimates could be developed based
on known development taking place to give some idea of the street's importance.
Public Works Director added his belief that paving should be done before develop-
ment of the use which has been allowed.

Vote was taken on the motion to initiate. Motion carried unanimously.

2". 15th from Oak Patch to 350 feet west (36 -foot width) - 8 parcels, 68.5% for,
22.3% against, 9.2% no response. This is an intersecting street in the same
area as Oak Patch.

i
i "
1
i

Mr. Williams moved seconded by Mrs. Beal to initiate the project as recommended.
Motion carried unanimously.

3. Honeysuckle Lane from Harlow Road to 210 feet south (28-foot width) - 3 parcels,
50% for, 50% no response. The street will serve PUD under a;>nstruction now
served by an unimproved street. A church owns the 50% of abutting properties "
I
from which there was no response. That property has access through being integra~ed'
into the PUD design.

Councilman Murray asked the reason for the 28-foot width on this street~compared
to 15th and Oak Patch. Public Works Director explained that this is ,adeadend
street serving only the PUD. The right~f-way is ,40 feet wide alld 2(!-foot paving ;
is standard for that right-of-way width. The right-of-way on 15th is wider.
