<br />III. Goals, Objectives and Policies <br /> <br />e <br /> <br />A. Change to LU4 <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendation of the Planning Commission to change LU4 on page <br />3 as follows: <br /> <br />Develop an arterial street system which will attract through <br />automobiles and trucks off local streets. <br /> <br />e <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />B. Addition of an implementation strategy to LU5 <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendation of the Planning Commission to add "adequate <br />arterial and collector streets" as the first implementation <br />strategy for LU5 (page 5 of TransPlan) and to re-letter the rest <br />of the strategies. Roll call vote; the motion carried 7:1 with <br />Mr. Holmer voting nay. <br /> <br />C. Reordering of Implementation Policies <br /> <br />Mr. McKinley said the Planning Commission recommended that the Implementation <br />Policies be reordered so that the last one is the first one. The commission <br />did not recommend any other change in the order. <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendation of the Planning Commission to change the order of <br />the Implementation Policies so that the 13th policy (page 5) is <br />the first policy (page 4) and to retain the order of the other <br />policies. <br /> <br />Ms. Ehrman said she would vote against the motion. The staff had told her the <br />order of the policies did not indicate their importance. The first policy <br />concerned the availability of funding, and she said it should remain first. <br /> <br />Roll call vote; the result being a tie, Mayor Obie voted. The <br />motion carried 5:4 with Mayor Obie, Ms. Bascom, Mr. Holmer, Mr. <br />Miller, and Ms. Schue voting aye and Ms. Wooten, Mr. Hansen, <br />Mr. Rutan, and Ms. Ehrman voting nay. <br /> <br />The Implementation policies on pages 4 and 5 of the TransPlan were renumbered <br />as follows: <br /> <br />11. Use the street and highway projects, the bicycle projects, and the <br />transit capital projects included in TransPlan as a basis for. <br /> <br />e <br /> <br />12. Consider the availability of funding from federal, state. . . <br />13.
