Change to Implementation policy 16 <br /> <br />Mr. Hansen moved to change the wording of Implementation Policy <br />16 as follows: <br /> <br />In construction or reconstruction of arterials and collector <br />streets, provide on-street bike lanes when such installation <br />will not reduce the need capacity of the road and when such <br />additional cost for bike lanes will be justified according to <br />the Bicycle Plan. <br /> <br />The motion died for lack of a second. <br /> <br />E. Additions to the Planning and Coordination section <br /> <br />Ms. Brody said the two additional policies recommended by the Eugene Planning <br />Commission clarified the update and amendment processes for the TransPlan and <br />provided for an annual report. <br /> <br />Mr. Holmer said he agreed that a process to review and amend the TransPlan <br />between updates is desirable, but it is a major undertaking. He preferred a <br />biannual review. However, because the Metro Plan and the TransPlan are to be <br />updated every five years, he suggested the TransPlan be reviewed every thirty <br />months. <br /> <br />e <br /> <br />Mr. Holmer moved, seconded by Mr. Miller, to approve the Eugene <br />Planning Commission recommendation to add PC7 and PCB to the <br />Planning and Coordination section subject to a change to <br />indicate that a review, endorsement, and amendment process will <br />be initiated every thirty months. ..a major update will be <br />undertaken in conjunction with each update of the Metro Plan. <br /> <br />Ms. Wooten said she objected to PC7 and PCB because she thought the TransPlan <br />should be monitored annually in order to evaluate citizen involvement, <br />funding, and practicality. <br /> <br />Answering a question from Mr. Miller, Mr. McKinley said the T-2000 annual <br />reviews did not take much staff time. <br /> <br />Ms. Ehrman said the Eugene Planning Commission's recommendation seemed to <br />involve more staff work than the Springfield and Lane County Planning <br />Commissions' recommendation which she preferred. Ms. Brody said the Eugene <br />Planning Commission recommendation included an assurance that citizens would <br />have an opportunity to initiate amendments. <br /> <br />Ms. Bascom said the testimony indicated a need for a good amendment process. <br />However, she preferred the simpler Springfield and Lane County Planning <br />Commissions' recommendation. <br /> <br />Mr. Holmer deleted PCB from the motion with Mr. Miller's consent. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 19B6 <br /> <br />Page 11 <br />
