Change to Implementation policy 16 Mr. Hansen moved to change the wording of Implementation Policy 16 as follows: In construction or reconstruction of arterials and collector streets, provide on-street bike lanes when such installation will not reduce the need capacity of the road and when such additional cost for bike lanes will be justified according to the Bicycle Plan. The motion died for lack of a second. E. Additions to the Planning and Coordination section Ms. Brody said the two additional policies recommended by the Eugene Planning Commission clarified the update and amendment processes for the TransPlan and provided for an annual report. Mr. Holmer said he agreed that a process to review and amend the TransPlan between updates is desirable, but it is a major undertaking. He preferred a biannual review. However, because the Metro Plan and the TransPlan are to be updated every five years, he suggested the TransPlan be reviewed every thirty months. e Mr. Holmer moved, seconded by Mr. Miller, to approve the Eugene Planning Commission recommendation to add PC7 and PCB to the Planning and Coordination section subject to a change to indicate that a review, endorsement, and amendment process will be initiated every thirty months. ..a major update will be undertaken in conjunction with each update of the Metro Plan. Ms. Wooten said she objected to PC7 and PCB because she thought the TransPlan should be monitored annually in order to evaluate citizen involvement, funding, and practicality. Answering a question from Mr. Miller, Mr. McKinley said the T-2000 annual reviews did not take much staff time. Ms. Ehrman said the Eugene Planning Commission's recommendation seemed to involve more staff work than the Springfield and Lane County Planning Commissions' recommendation which she preferred. Ms. Brody said the Eugene Planning Commission recommendation included an assurance that citizens would have an opportunity to initiate amendments. Ms. Bascom said the testimony indicated a need for a good amendment process. However, she preferred the simpler Springfield and Lane County Planning Commissions' recommendation.
