<br />e <br /> <br />Ms. Schue was concerned about the effect on the South Willamette community of <br />a change to two-way traffic on Willamette Street from 11th to 20th avenues., <br />She wondered when it will be discussed. Mr. Reinhard said the Downtown <br />Commission and Planning Commission will probably forward recommendations about <br />the change in April. Then the council will hold a public hearing on it. <br />Ms. Brody said the study of a conversion of Wi11amette Street to two-way <br />traffic is included in the Downtown Plan. Such policy direction results in <br />projects being included in TransP1an, but studies may indicate that the <br />projects should not be implemented. Major intersection improvements at 18th <br />and Wi11amette need to be studied. <br /> <br />e <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve (1) the <br />addition of the widening of Roosevelt Boulevard from Terry to <br />Greenhill streets to the medium-range phase, (2) a change in the <br />cost estimate for Project #134 (Wi11amette Street conversion to <br />two-way from 11th to 20th avenues) in the short-range phase, (3) <br />the inclusion of the 18th and Wi11amette intersection and a <br />change in the cost estimate in Project #214 in the medium-range <br />phase, and (4) the addition of a third southbound lane at the <br />merge of the Valley River ramp and 1-105 to the short-range <br />phase. Roll call vote; the motion carried unanimously 8:0. <br /> <br />B. January 6 Memo With Recommendations from the Planning Commissions <br /> <br />Ms. Brody said the memo contained recommendations from the Eugene, <br />Springfield, and Lane County Planning Commissions. <br /> <br />II A. Introduction <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the Eugene <br />Planning Commission recommendation to add the following sentence <br />to the Updating the Plan section (page 1 of the TransP1an): <br /> <br />Amendments to the Plan will be considered in accordance with <br />the procedures outlined in PC7 of the Planning and <br />Coordination section in the Goals, Objectives and Policies <br />Element of Plan. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />II. Plan Assumptions <br /> <br />A. Assumption #3 <br /> <br />Ms. Ehrman suggested the number of 1980 trips per household be included in the <br />third assumption. <br /> <br />Mr. Hansen moved, seconded by Mr. Rutan, to include the number <br />of 1980 trips per household in Assumption #3 on page 2 of <br />TransP1an.
