<br />e <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendation of the Planning Commission to add the following <br />discussion statement to the Funding Section of the TransPlan: <br /> <br />It is extremely critical that additional sources of revenue <br />be established to construct and maintain the street and <br />highway system contained in this plan. The existing sources <br />of revenue are inadequate for development and maintenance of <br />the street and highway network. The community and elected <br />officials must recognize this need and develop new local <br />revenues expeditiously. <br /> <br />Mr. Holmer opposed the motion because the statement was too strong and too <br />imperative. <br /> <br />Roll call vote; the motion carried 5:3 with Mr. Hansen, Ms. <br />Schue, Ms. Wooten, Mr. Rutan, and Mr. Miller voting aye and <br />Mr. Holmer, Ms. Bascom, and Ms. Ehrman voting nay. <br /> <br />G. Reordering of Policies in the Funding Section <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendation of the Eugene Planning Commission to reorder the <br />policies in the Funding section so that Policy F4 is the first <br />one listed. <br /> <br />e <br /> <br />Mr. Holmer said he is willing to pursue the alternatives in Policy F4, but he <br />is not willing to adopt a plan which directs their pursuit now. <br /> <br />Roll call vote; the result being a tie, Mayor Obie voted. <br />The motion carried 5:4 with Mayor Obie, Ms. Schue, Ms. Wooten, <br />Mr. Rutan, and Mr. Miller voting aye, and Mr. Holmer, Mr. <br />Hansen, Ms. Ehrman, and Ms. Bascom voting nay. <br /> <br />The policies in the Funding section (Page 5 of the TransPlan) were reordered <br />as follows: <br /> <br />Fl Pursue additional local means of financing maintenance and. . . <br /> <br />F2 Support the State and Federal government in their efforts. . . <br /> <br />F3 Pursue increased funding for local transportation projects. . . <br /> <br />H. Additions to Policy Fl in Funding Section <br /> <br />Ms. Brody pointed out that the Eugene Planning Commission did not endorse the <br />recommendations of the Springfield and Lane County Planning Commissions and <br />the Lane County Roads Advisory Committee for changes to Policy Fl (formerly <br />F4) in the Funding section. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 1986 <br /> <br />Page 13 <br />
