Sacred Heart/University of Oregon area study <br /> <br />Ms. Brody said the parking and circulation study for the downtown and the West <br />University neighborhood proposed in Appendix B of the TransPlan is being <br />planned now. It seems to respond to the concerns expressed by Mr. Rutan. <br /> <br />Mr. Rutan wanted to be sure the TransPlan reflected the council's wish to have <br />parking in the Sacred Heart/University area studied. He concurred with a <br />suggestion Ms. Brody made to change the description of the study to indicate <br />that the Sacred Heart/University area will be included in the study. <br /> <br />No changes were made in the TransPlan. <br /> <br />5. Sacred Heart suggestion to add new policies AH8 and PklO <br /> <br />Ms. Brody said several suggestions from Sacred Heart Hospital representatives <br />were incorporated into TransPlan. PklO would have permitted low-cost or free <br />parking, and, responding to a question from Mr. Hansen, she said low-cost or <br />free parking are not prohibited by anything in the TransPlan. Sacred Heart <br />representatives are comfortable with the response to their concerns. <br /> <br />No changes were made. <br /> <br />6. Reference to woonerfs in Policy LU5 <br /> <br />Mr. McKinley said woonerfs have been successful here and in Europe. <br />Woonerf-type techniques (narrowed or restricted entrances) are being <br />considered in several neighborhoods. <br /> <br />Mr. Holmer said many people have told him that woonerfs should not have a <br />priority. He said woonerfs are not precluded by the other implementation <br />strategies, such as "narrowed entrances", in LU5. He thought woonerfs should <br />be deleted for good public relations. <br /> <br />Mr. Holmer moved, seconded by Mr. Hansen, to delete <br />implementation strategy LU5 f (woonerf areas or zones). <br /> <br />Ms. Bascom said two woonerfs were included in the Chambers Connector design to <br />ameliorate the effect of the Connector on the neighborhoods. She said they <br />are appropriate strategies. <br /> <br />Ms. Ehrman opposed the motion. She said woonerfs are a good idea. <br /> <br />Ms. Schue said street narrowings in Seattle are called woonerfs. <br /> <br />Roll call vote; the motion failed 3:5. Mr. Holmer, Mr. Rutan, <br />and Mr. Hansen voted aye. Ms. Schue, Ms. Wooten, Ms. Ehrman, <br />Mr. Miller, and Ms. Bascom voted nay. <br /> <br />No changes were made in the TransPlan. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 1986 <br /> <br />Page 7 <br />
