7. Valley River Bridge

e

Mr. McKinley said Mr. Hansen had suggested moving the Valley River Bridge from
the long-range phase to the short-range phase. However, the staff recommended
the implementation of the bridge remain in the long-range phase and planning
for its alignment be in the short-range phase.

Ms. Wooten moved, seconded by Mr. Hansen, to approve the staff
recommendation.

Ms. Wooten withdrew the motion with the consent of Mr. Hansen.

Mr. Hansen moved, seconded by Mr. Rutan, to place engineering
and environmental studies for the Valley River Bridge (project
314) in the short-range phase and retain implementation of the
project in the long-range phase.

Mr. Hansen said there is a need for additional transportation to Goodpasture
Island. The existing bridge was designed for much less activity and there is
much new residential and commercial development on the island. He said the
planning at least should be done now.

Ms. Brody said the description in the TransPlan indicates the right-of-way for
the bridge should be obtained in the short-range. The description indicates
Mr. Hansen's motion will be implemented.

e

Mr. Hansen withdrew the motion with the consent of Mr. Rutan.

No changes were made in the TransPlan.

8. Three additional projects

Mr. McKinley said three additional projects were discussed during the Planning
Commission review. They are the widening of Roosevelt Boulevard from Terry
Street to Greenhill Road; major intersection improvements to 18th and
Wil1amette; and the addition of a third southbound lane at the merge of the
Valley River ramp and 1-105. He said the need for the Roosevelt Boulevard
improvements was indicated during consideration of the 6th/7th Extension. The
staff recommended adding the projects to the TransPlan.

Answering questions from Ms. Wooten and Ms. Bascom, Mr. McKinley said the
addition of a southbound lane at the Valley River ramp is a safety measure.
Mr. Reinhard said accidents have occurred on the ramp. The State Department
of Transportation has not approved the project, but the project would be
eligible for Interstate funding.

Mr. Miller said the Valley River ramp is very dangerous.

e

MINUTES--Eugene City Council

January 13, 1986

Page 8
