~

Councilor Wooten said she has thought about MAPAC often. She has decided it
should continue its present role.

Mr. Holmer agreed with Ms. Wooten, but he was not against reducing the number
of MAPAC members as suggested by the Springfield City Council. Ms. Schue
responded that MAPAC has had trouble obtaining a quorum. She was not certain
about the effect of reducing its members.

Ms. Schue noted that the Springfield City Council recommended that MAPAC
members be permitted to serve only two terms. She said some members have
served on the committee from several jurisdictions. She suggested members be
permitted to serve only three terms regardless of the jurisdiction appointing
them.

Ms. Ehrman suggested Mr. Rutan, the alternate council member of the MPC,
attend the next meeting in Ms.Schue's place.

Councilor Hansen suggested a decision on the Springfield council
recommendation be deferred because a proposal will be made to reconsider the
structure of both the MPC and the MAPAC.

e

Summarizing, Mayor Obie said the councilors indicated they do not want the
role of MAPAC changed now.

F. Celebration of the Birthday of Martin Luther King, Jr.

Councilor Miller said he appreciated the opportunity to represent the council
at the celebration of the birthday of Martin Luther King, Jr.

He will submit his request to the Commission on the Rights of Minorities and
ask them to guide the council and work with the staff in planning the
celebration next year.

G. Statement Supporting Resolution of Human Rights Presidents Council
Concerning Funds Invested by the Oregon State Investment Council

Mr. Miller said the Human Rights Presidents Council forwarded a resolution to
the Oregon State Investment Council and the Public Employees Retirement Board
supporting the creation of a fund which will be invested in securities of
agencies and corporations free of commerce in or with the Republic of South
Africa. He had distributed a statement to be considered by the councilors
supporting this position.

Mr. Holmer said he supported the statement. He emphasized that the proposal
would provide an opportunity for people whose retirement moneys are invested
through the Oregon State Investment Council to choose whether or not to
participate in the fund. He urged other councilors to sign the statement.

Ms. Bascom thanked Mr. Miller for presenting the statement to the councilors.

Several councilors and Mayor Obie signed the statement.

-

MINUTES--Eugene City Council

January 22, 1986

Page 2
