Answering a question from Mr. Holmer, Mr. Gleason said the councilors may
e review management contracts whenever they wish although he has the authority
to approve them. Normally, the contract for the laurelwood property would be
reviewed by the Joint Parks Committee.
Ms. Bascom said some people strongly support the restoration and some people
strongly oppose it. She favors approving the recommendation of the Joint
Parks Committee because the Parks Master Plan was amended in an orderly
fashion and the additional public hearing will augment the process.
Mr. Gleason said the expansion is a judgment decision. He urged the
councilors to stop the process now if they know they will not approve the
proposal later.
Ms. Schue agreed with Mr. Gleason. She said no more time and energy should be
wasted if the councilors know now they will not approve the expansion later.
Mr. Holmer said additional information is needed before the council makes a
decision. He said there is a demand for more golf courses in the community
and, at this time, he is inclined to approve the expansion.
Ms. Ehrman said she would like to continue the process approved by the Joint
Parks Committee because the council really needs a specific proposal before
making a decision.
Ms. Wooten said she appreciated the work of the Joint Parks Committee but the
e consideration of golf courses in the community has not seemed IIright.1I She
said there is confusion about which direction is best. She said people seem
to agree that a first class, public golf course should be in another loca-
tion. She will vote against the recommendation of the Joint Parks Committee
and assume the City will consider a golf course on a different site.
Ms. Schue said no one thinks an 18-hole golf course at laurelwood will be a
championship course, but there is no funding for a first class, public course
elsewhere and putting together private funding will take time. She said
experts agree that the restoration of Laurelwood will provide better golfing
facilities than the city has now.
Mr. Miller said he will abstain from the vote and has not discussed the matter
because he may have a conflict of interest. He said he is biased toward the
Golden Gardens site for a golf course and has been discussing private develop-
ment of a public golf course on it.
Ms. Bascom and Ms. Schue said the National Golf Foundation Study indicated
that the community could easily support two or more courses.
Answering a question from Ms. Wooten about the development of home sites
around Laurelwood, Ms. Schue said the Joint Parks Committee has discussed only
the development of public property.
e
MINUTES--Eugene City Council June 25, 1986 Page 6
