ORDINANCE FOR SECOND READING: ORDINANCE ADOPTING THE EUGENE <br /> ENTRANCE BEAUTIFICATION STUDY <br /> e CB 2915--An ordinance adopting the Eugene Entrance <br /> Beautification Study. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be <br /> approved and given final passage. Roll call vote; the <br /> motion carried 7:1 with Councilors Hansen, Ehrman, Schue, <br /> Wooten, Bascom, Rutan, and Miller voting aye and Councilor <br /> Holmer voting nay; therefore, the bill was declared passed <br /> (and became Ordinance No. 19418). <br /> IV. FINDINGS/MINUTES AND RESOLUTION FOR WILLAKENZIE ROAD PROJECT <br /> City Manager Mike Gleason introduced the item. Les Lyle of the Public Works <br /> Department gave the staff report. He distributed a chart showing the process <br /> for City eouncil-initiated improvement proj ects in which a remonstrance <br /> petition is processed. He said the Willakenzie Road improvement project was <br /> placed in the City's Capital Improvement Program (CIP) because of requests <br /> from parents in the neighborhood, the Harlow Neighbors, and the Bicycle <br /> Committee. A staff hearing in the neighborhood was held on September 3, 1986, <br /> and the Hearings Official held a hearing at which affected property owners <br /> testified on October 9, 1986. He said the proposed project is to widen <br /> Willakenzie Road to a width of 46 feet. Curbs, gutters, sidewalks, street <br /> lights, and storm sewers are included in the project. He said Willakenzie <br /> Road should be 46 feet wide because it will ultimately be a collector street <br /> e serving the area between Coburg Road and 1-5. <br /> Mr. Lyle said Willakenzie Road is now 20 feet wide with roadside ditches. The <br /> surface is deteriorating. Most of the property east of Willakenzie School is <br /> vacant although the Kings West Subdivision is being developed west of Bogart <br /> Street. There are sanitary sewers in the area. <br /> Mr. Lyle said property owners expressed opposition to the project as described <br /> in the CIP because it extended to the Kings West Subdivision. They said <br /> improvement of the road to the subdivision is not justified. Mr. Lyle said <br /> the staff studied the area in response to the testimony and found there is <br /> very little traffic east of the school. The staff recommended to the Hearings <br /> Official's hearing that the street improvement be terminated at the east <br /> boundary of Willakenzie School. He sa i d the a rea from Coburg Road to the <br /> school is fully developed and the improvement will address the concerns of <br /> parents, the neighborhood group, and the Bicycle Committee. The Heari ngs <br /> Official approved the shorter project based on testimony received at the <br /> hearing. <br /> Mr. Lyle said two remonstrance petitions have been received. On the fi rst <br /> petition, 39 percent of the property owners on Willakenzie Road opposed the <br /> improvement to Kings West Subdivision and 20 percent of them opposed the <br /> improvement only to the school.
