e Mr. Jacobson said two Planning Commissioners now serve on the CIC and the commission recommended that only one commissioner serve on the committee. He said the CIC recommended that an additional at-large member be appointed to replace the Planning Commissioner. Ms. Bascom said the Citizen Involvement Program is a well-written report. Mayor Obie opened the public hearing. There being no requests to testify, Mayor Obie closed the public hearing. Ms. Ehrman moved, seconded by Ms. Schue, to adopt Eugene's Citizen Involvement Program for 1987/88. Roll call vote; the motion carried unanimously, 7:0. V. PUBLIC HEARING: ALLEY VACATION REQUEST FOR PROPERTY LOCATED BETWEEN 12TH AND 13TH AVENUES AND PATTERSON AND HILYARD STREETS (SACRED HEART GENERAL HOSPITAL) (AV 86-1) e City Manager Micheal Gleason introduced the item. Jerry Jacobson of the Planning Department gave the staff report. He said the alley between 12th and 13th Avenues is paved and 14 feet wide. He said the entire block between Patterson and Hilyard Streets is owned by Sacred Heart General Hospital. There are two medical clinics, a restaurant, a closed restaurant, and surface parking lots on the block. He said the hospital owns 70 percent of the area affected by the vacation. The other affected property owners were notified of the vacation request and have not responded to the notification. Mr. Jacobson said there are public utility facilities in the alley and they will be relocated when the property is developed with medical, retail, and parking facilities. He said hospital officials have signed an easement agreement with utility officials that will be enforced only until the facilities are relocated. Mr. Jacobson said hospital officials paid the assessment for the alley. Answering a question from Ms. Ehrman, Mr. Jacobson said Williams Bakery requested a street vacation some time ago and paid over $100,000 for the right-of-way. He said the Sacred Heart Hospital assessment was about $26,000. Part of the assessment was offset because the hospital is donating seven feet of right-of-way on 13th Avenue to the City. Mayor Obie opened the public hearing. There being no requests to testify, Mayor Obie closed the public hearing.
