CB 2944--An ordinance amending the Nuclear Free Eugene Act; and declaring an emergency. Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be read the second time by council bill number only, with unanimous consent of the council and that enactment be considered at this time. Mr. Holmer said he seconded the motion with a reservation. Referring to Section 1 of the proposed ordinance which states that an election will be held the first Tuesday of November of every even-numbered year, he said other elections are held the first Tuesday after the first Monday. Responding to a question from Mayor Obie, Mr. Sercombe said the only change to the Nuclear Free Eugene Act in the proposed ordinance indicates that the Nuclear Free Zone Board will not be appointed until the Nuclear Free Zone Task Force has completed its work. The motion carried unanimously, 8:0. Council Bill 2944 was read the second time by council bill number only. Ms. Ehrman moved, that the bill be approved and given final passage. The motion died for lack of a second. Mr. Holmer moved, seconded by Ms. Schue, to amend Section 5(1) of the Nuclear Free Eugene Act to indicate that the election of the Eugene Nuclear Free Zone Board will occur on the first Tuesday after the first Monday of November of every even- numbered year. The motion carried unanimously, 8:0. The amended Council Bill 2944 was read the second time by council bill number only. Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be approved and given final passage. All councilors present voting aye, the bill was declared passed (and became Ordinance No. 19449).
