No. 4029--A resolution initiating and ordering establish- <br />ment of a local improvement district for paving, <br />storm sewers, sidewalks, and street lights on 4th <br />Avenue from High Street to Ferry Street Bridge. <br /> <br />Mr. Holmer moved, seconded by Ms. Wooten, to adopt the <br />resolution. <br /> <br />Mr. Holmer said he hoped the City and EWEB staff will carefully consider <br />whether the proposed schedule is in the best interests of everyone. <br /> <br />Roll call vote; the motion carried unanimously, 6:0. <br /> <br />VI. RESOLUTION REGARDING NUCLEAR EXERCISE NONPARTICIPATION <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. <br /> <br />Ms. Ehrman said Mayor Obie requested preparation of the proposed resolution. <br /> <br />Answering a question from Mr. Holmer, Glen Potter of the Intergovernmental <br />Relations Division said the Lane County Federal Emergency Management Agency <br />Emergency Food and Shelter Board administers Federal Emergency Management <br />Agency (FEMA) funds in Lane County. He did not know the members of the board. <br /> <br />Res. No. 4030--A resolution declaring the City of Eugene's <br />intention not to participate in nuclear war <br />preparedness exercises and encouraging other <br />government agencies at all levels to adopt a <br />similar policy. <br /> <br />Mr. Holmer moved, seconded by Ms. Wooten, to adopt the <br />resolution. <br /> <br />Mr. Holmer said Eugene has an ordinance that designates it as a nuclear free <br />zone and, therefore, it is not necessary to adopt the proposed resolution. <br />Referring to Section 5 of the resolution, he said the counties and cities <br />mentioned have been asked to participate in FEMA exercises; Eugene has not <br />been asked to participate. He suggested Eugene give FEMA some good advice if <br />the council decides to act on the matter because the community needs emergency <br />preparedness. He commended the City staff for its emergency plans and said <br />the public should be aware of them. He said he does not think the FEMA <br />exercises are good but he will vote against the resolution. <br /> <br />Ms. Wooten said the councilors have indicated that they do not think a nuclear <br />war is survivable and that the State, County, and City should not take part in <br />nuclear war preparedness exercises. She said she supports the resolution. <br /> <br />Mr. Miller agreed with Ms. Wooten. He said the FEMA exercises waste <br />government funds because a nuclear war cannot be survived. He said Eugene has <br />not received FEMA preparedness funds.
