<br />provide better vehicular, pedestrian, and bicycle safety and will implement a <br />part of the Downtown Plan. <br /> <br />~ Answering a question from Mr. Holmer and Mr. Bennett, Mr. Lyle said the street <br />will be designed to handle truck traffic and the improvements to 4th Avenue <br />are being coordinated with the EWEB construction. <br /> <br />Mr. Bennett said he has heard that the EWEB office building will not be <br />completed'by spring 1988. <br /> <br />Mr. Miller said it seems desirable to do the improvements now but they could <br />be done later. Answering his questions, Mr. Lyle said the abutting property <br />owners will be assessed for 44 feet of the 46-foot wide street and the City <br />will pay for the difference. EWEB will install sidewalks and landscaping on <br />its side of the street, and, the City will install sidewalks and landscaping <br />in front of the balance of the project. The sidewalks will be 7 feet wide but <br />Mr. Schmeiding will only be assessed for a 5-foot sidewalk. The City will pay <br />for the difference. Between $45,000 and $50,000 of Systems Development Funds <br />wi 11 be used. <br /> <br />Ms. Ehrman opened the public hearing. <br /> <br />e <br /> <br />Laurie Power, 500 fast 4th Avenue, said she is EWEB Governmental Affairs <br />Coordinator. She urged approval of the 4th Avenue Local Improvement District <br />and the proposed improvements. She said EWEB representatives have reviewed <br />the construction schedule with the City staff and agreed that the 4th Avenue <br />improvements should be constructed in summer 1987. She said the EWEB office <br />building will be completed by May 1988 but the improvements to the storage <br />yard will not be finished until summer or fall of 1988. She said the completed <br />improvements to 4th Avenue will provide access safety for EWEB employees and <br />customers. In addition, construction of the pedestrian walkways and <br />landscaping along 4th Avenue are to start in August 1987 and grading should be <br />done in the same season. <br /> <br />Ms. Power said EWEB is pleased with the coordination with the City staff. She <br />said EWES has asked the City staff to be mindful of the access needs of EWES <br />staff, customers, and construction crews. <br /> <br />There being no additional requests to testify, Ms. Ehrman closed the public <br />hearing. <br /> <br />Answering questions from Ms. Ehrman, Mr. Lyle said there will be bike lanes <br />and street lights on both sides of 4th Avenue. <br /> <br />Ms. Ehrman suggested the City staff coordinate the improvements on 4th Avenue <br />with the proposed improvements on 5th Avenue. <br /> <br />Mr. Sennett said the proposed schedule for improvements to 4th Avenue <br />surprises him. Answering his questions, Ms. Power said the improvements are <br />scheduled to being in July and be finished by September 30, 1987.
