<br />e <br /> <br />Mr. Bennett said Mr. Holmer pointed out that the Eugene Nuclear Free Zone <br />ordinance prohibits participation in the FEMA exercises. Mr. Bennett said the <br />issue is a seri ous one and he wondered "why we keep fanni ng the fl ames" and why <br />the existing Nuclear Free Zone ordinance is not sufficient. <br /> <br />Responding to Mr. Bennett, Ms. Wooten said the existing ordinance does not <br />specifically prohibit participation in the FEMA exercises. She said the <br />proposed resolution does not preclude preparations for emergencies and <br />accidents; <br /> <br />Mr. Rutan said he supports Mr. Holmer's statements. Referring to the proposed <br />resolution, Mr. Rutan said he wonders why the City should give directions to <br />the Federal government about how to spend money. <br /> <br />Mr. Miller said the proposed resolution indicates that Federal funds should <br />not be wasted and that FEMA officials should discuss plans with local <br />governments. <br /> <br />Mr. Gleason said Mayor Obie requested the proposed resolution because the <br />council directed that the Nuclear Free Zone Ordinance should be implemented as <br />much as possible and that ordinance precludes evacuation drills. <br /> <br />City Attorney Tim Sercombe said the proposed resolution is more broad than the <br />Nuclear Free Zone Ordinance because the proposed resolution declines <br />participation in any nuclear war preparedness exercises. The Nuclear Free <br />Zone Ordinance prohibits participation in nuclear war evacuation exercises. <br /> <br />e <br /> <br />Mr. Rutan called for the question. <br /> <br />Answering her question, Mr. Sercombe said Ms. Ehrman will vote as a councilor <br />even though she is presiding. <br /> <br />The motion failed 3:3 with Councilors Wooten, Ehrman, and <br />Miller voting aye and Councilors Holmer, Rutan, and Bennett <br />voting nay. <br /> <br />The councilors discussed considering the issue again when Mayor Obie and <br />Councilors Bascom and Schue are present. Ms. Ehrman said any councilor who <br />voted on the prevailing side could ask for reconsideration. She said <br />Councilors Holmer, Rutan, and Bennett were on the prevailing side. <br /> <br />VII. DEVELOPMENT PLAN FOR BANCROFT- OR LIEN-FORECLOSED REAL PROPERTY <br />PROPERTY <br /> <br />City Manager Micheal Gleason introduced the item. <br /> <br />Answering a question from Ms. Wooten, Charles Dallas of the Finance Division <br />said he and other staff members will administer the management, marketing, and <br />disposal of properties acquired by the City.
