<br />Mr. Holmer suggested the proposed eight-cent tax rate for a service district <br />be compared to the total Lane County levy. <br /> <br />~ Replying to a question from Ms. Ehrman, Janet Calvert, Lane County Extension <br />Agent, said the Extension Services charges for some bulletins. Most services <br />are provided free. <br /> <br />Answering questions from Ms. Wooten, Mr. Gleason said County Service Districts <br />cannot be limited to one purpose. Ms. Brody added that a Boundary Commission <br />must approve added services if a Boundary Commission exists. Mr. Gleason said <br />serial levies are limited to three years. <br /> <br />Answering questions from Mr. Holmer, City Attorney Tim Sercombe said a <br />reso 1 ut i on passed by the council coul d not 1 imit the powers of a County <br />Service District. He said the only role the City has in a County Service <br />District is during its formation. After that, the functions of the district <br />are entirely separate from the City. Petitions requesting a County Service <br />District cannot limit the district to one purpose. Mr. Gleason added that a <br />County Service District is a government, the governing body has governmental <br />authority, and a government can only be funded with a serial levy or a tax <br />base. <br /> <br />There being no additional requests to testify, Ms. Ehrman closed the public <br />hearing. <br /> <br />Mr. Holmer said many questions had been raised and he did not think the <br />council should take action tonight. <br /> <br />e <br /> <br />Ms. Wooten said she supports the Extension Service and would like to assist in <br />finding a stable funding source. <br /> <br />Answering a question from Ms. Ehrman, Steve Gordon of the Lane County Boundary <br />Commission staff said there is no deadline for consideration of a County <br />Service District by the Boundary Commission. <br /> <br />Mr. Holmer moved, and Ms. Wooten seconded, to postpone <br />consideration to Wednesday, March 11, 1987. <br /> <br />Mr. Rutan said many issues were raised. He suggested the City staff discuss <br />the matter with those who testified and the Lane County commissioners. He <br />said the objections to City inclusion in the County Service District are valid <br />and there may be other ways to fund the Extension Service.
