Mr. Holmer suggested the proposed eight-cent tax rate for a service district be compared to the total Lane County levy. ~ Replying to a question from Ms. Ehrman, Janet Calvert, Lane County Extension Agent, said the Extension Services charges for some bulletins. Most services are provided free. Answering questions from Ms. Wooten, Mr. Gleason said County Service Districts cannot be limited to one purpose. Ms. Brody added that a Boundary Commission must approve added services if a Boundary Commission exists. Mr. Gleason said serial levies are limited to three years. Answering questions from Mr. Holmer, City Attorney Tim Sercombe said a reso 1 ut i on passed by the council coul d not 1 imit the powers of a County Service District. He said the only role the City has in a County Service District is during its formation. After that, the functions of the district are entirely separate from the City. Petitions requesting a County Service District cannot limit the district to one purpose. Mr. Gleason added that a County Service District is a government, the governing body has governmental authority, and a government can only be funded with a serial levy or a tax base. There being no additional requests to testify, Ms. Ehrman closed the public hearing. Mr. Holmer said many questions had been raised and he did not think the council should take action tonight. e Ms. Wooten said she supports the Extension Service and would like to assist in finding a stable funding source. Answering a question from Ms. Ehrman, Steve Gordon of the Lane County Boundary Commission staff said there is no deadline for consideration of a County Service District by the Boundary Commission. Mr. Holmer moved, and Ms. Wooten seconded, to postpone consideration to Wednesday, March 11, 1987. Mr. Rutan said many issues were raised. He suggested the City staff discuss the matter with those who testified and the Lane County commissioners. He said the objections to City inclusion in the County Service District are valid and there may be other ways to fund the Extension Service. He will oppose the motion. Ms. Wooten said she also would like time to investigate options. Mr. Gleason said he understood the councilors concern about the Extension Service and he will work toward a solution.
