PUBLIC HEARING: CREATION OF NEW METROPOLITAN POLICY COMMITTEE <br /> <br />City Manager Micheal Gleason introduced the item. Planning Director Susan <br />Brody gave the staff report. She said the Urban Services Policy Committee <br />(USPC) recommended the formation of a new Metropolitan Policy Committee (MPC) <br />in order to consolidate the functions of the existing Metropolitan Policy <br />Committee, the Metropolitan Area Transportation Committee, the Metropolitan <br />Cable Television Commission, and the USPC. She said the new MPC would develop <br />and negotiate solutions to intergovernmental problems, serve as a forum for <br />developing recommendations for resolving intergovernmental disputes, identify <br />along-term agenda for i ntergovernmenta 1 efforts, and promote <br />intergovernmental cooperation and coordination. <br /> <br />Ms. Brody said the US PC recommended that two elected officials from each of <br />Eugene, Springfield, and Lane County serve as voting members of the new MPC, <br />that the chief administrative officers of the jurisdictions serve as ex- <br />officio members of the committee, and that the Executive Director of Lane <br />Transit District (LTD) and a representative of the Oregon Department of <br />Transportat ion (ODOT) serve as ex-offi ci 0 members of the commi ttee when <br />transporat i on matters are considered. She said the ordi nance before the <br />council does not contain a reference to an ODOT representative but, if the <br />council wishes, that provision could be added after adoption of the ordinance. <br /> <br />e <br /> <br />Ms. Wooten said she understood at the council work session that a consumer <br />advocacy group for cable access would be included in the proposal for a new <br />MPC. <br /> <br />Mr. Bennett agreed with Ms. Wooten. <br /> <br />Mr. Gleason said the council agreed to appoint a Council Subcommittee on Cable <br />Access to address cable access issues independently from the MPC. The <br />subcommitte has not yet met. He did not recall approval of a consumer <br />advocacy subcommittee of the MPC. <br /> <br />Ms. Wooten asked if others recalled the council's action.
