e There being no requests to testify, Ms. Ehrman closed the public hearing. CB 2945--An ordinance dissolving the existing Metro Plan Policy Committee, the Metropolitan Area Transportation Com- mittee, the Metropolitan Cable Television Commission, and the Urban Services Policy Committee; establishing a new Metropolitan Policy Committee; amending Section 2.013 of the Eugene Code, 1971; repealing Resolution No. 3709; and declaring an emergency. Mr. Holmer moved, seconded by Ms. Wooten, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 6:0. Mr. Holmer moved, seconded by Ms. Wooten, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance No. 19451) Mr. Holmer moved, seconded by Ms. Wooten, to direct staff to draft code revisions related to the cable system to reflect the new policy committee's role. Roll call vote; the motion carried unanimously, 6:0. V. PUBLIC HEARING: ESTABLISHMENT OF 4TH AVENUE LOCAL IMPROVEMENT DISTRICT City Manager Micheal Gleason introduced the item. Les Lyle of the Public Works Department gave the staff report. He said a Willamette Greenway conditional use permit was granted to the Eugene Water & Electric Board (EWES). The permit allows construction of a new office building, parking and storage areas, and warehouse operations buildings on the EWES property. A condition of the conditional use permit required EWEB to request initiation of improvements to 4th Avenue. Mr. Lyl e sa i d a map showi ng the proposed improvements was distributed to the councilors. He said the City and EWES own 82 percent and Donald Schmeiding owns 18 percent of the frontage on 4th Avenue in the proposed district. Mr. Lyle said Mr. Schmeiding would prefer to sell his property before the improvements are made and Mr. SChmeiding is concerned about the screening on the south side of 4th Avenue and the timing of the construction. Mr. Lyle distributed a map indicating the proposed screening. He said the improvements should be constructed this spring and should be finished before the EWES office building is completed in spring 1988.
