Roll call vote; the motion carried <br />unanimously, 6:0. <br /> <br />Mr. Holmer moved, seconded by Ms. Wooten, that the bill be <br />approved and given final passage. PUBLIC HEARING: ESTABLISHMENT OF 4TH AVENUE LOCAL IMPROVEMENT <br />DISTRICT <br /> <br />City Manager Micheal Gleason introduced the item. Les Lyle of the Public <br />Works Department gave the staff report. He said a Willamette Greenway <br />conditional use permit was granted to the Eugene Water & Electric Board <br />(EWES). The permit allows construction of a new office building, parking and <br />storage areas, and warehouse operations buildings on the EWES property. A <br />condition of the conditional use permit required EWEB to request initiation of <br />improvements to 4th Avenue. Mr. Lyl e sa i d a map showi ng the proposed <br />improvements was distributed to the councilors. He said the City and EWES own <br />82 percent and Donald Schmeiding owns 18 percent of the frontage on 4th Avenue <br />in the proposed district. <br /> <br />Mr. Lyle said Mr. Schmeiding would prefer to sell his property before the <br />improvements are made and Mr. SChmeiding is concerned about the screening on <br />the south side of 4th Avenue and the timing of the construction. Mr. Lyle <br />distributed a map indicating the proposed screening. He said the improvements <br />should be constructed this spring and should be finished before the EWES <br />office building is completed in spring 1988.
