<br />VI. ORDINANCE AUTHORIZING ACQUISITION OF RIGHT-OF-WAY FOR FERN RIDGE BIKE <br />PATH <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Les Lyle of the Public <br />Works staff gave the staff report. He said the proposed ordinance would <br />authorize acquisition of property for the Fern Ridge Bike Path from Richardson <br />Bridge to Bailey Hill Road and some easements along the Amazon Channel. <br /> <br />Answering questions from Ms. Ehrman and Mr. Holmer, Mr. Lyle said the cost of <br />the acquisitions and easements will be $30,000 to $40,000. He said the City <br />will hire an independent appraisor to discuss the value of the properties with <br />the owners and submit the appraisals to the City for review. <br /> <br />CB 2966--An ordinance authorizing the institution of <br />proceedings in eminent domain for the acquisition by <br />condemnation of property interests for the construction <br />of a pedestrian and bicycle path along Amazon Channel <br />(Richardson Bridge to west of Bailey Hill Road) and <br />for clarification of City's right to maintain the <br />Amazon Drainage Channel; and declaring an emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill <br />be read the second time by council bill number only, with <br />unanimous consent of the council, and that enactment be <br />considered at this time. Roll call vote; the motion carried <br />unanimously, 8:0. <br /> <br />e <br /> <br />Council Bill 2966 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill <br />be approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19483). <br /> <br />VII. FIFTH AVENUE IMPROVEMENTS <br /> <br />City Manager Micheal Gleason introduced the item. <br /> <br />Ms. Ehrman is chairperson of the Fifth Avenue Committee. She distributed a <br />page with drawings of the street lights and landscaping recommended by the <br />committee. She said the committee recommended old-fashioned lamp posts for <br />the street lights because the district is historic. She said the committee <br />recommended a minimum amount of brick work. Property owners could do more <br />bri ck work. <br /> <br />Ms. Bascom wondered if the old-fashioned street lights provide enough light. <br />Rich Weinman of the Development Department said City lighting experts <br />indicated that the old-fashioned street lights will be adequate. Ms. Ehrman <br />said EWEB representatives indicated the recommended lamps will be sufficient <br />on 5th Avenue but EWEB representatives want overhead street lights on EWEB <br />property. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />June 10, 1987 <br /> <br />Page 10 <br />
