<br />e <br /> <br />Replying to Ms. Schue, Ms. Ehrman said the committee's recommendation will <br />cost $29,000 more than budgeted for the improvements and the $29,000 can come <br />from the Capi ta 1 Cont i ngency Fund. About $40,000 woul d rema in in the <br />contingency fund. <br /> <br />Mr. Holmer said people should live within budgets and he does not think the <br />old-fashioned street lights are necessary. <br /> <br />Ms. Ehrman discussed the cost of the lamps. Mr. Lyle said the $29,000 deficit <br />is mostly the cost of the lamps. <br /> <br />Mr. Bennett said he supports the committee's recommendation. He said the <br />improvements are needed and are a long-range capital improvement. <br /> <br />Ms. Bascom wondered if it would be wise to have street lights on 5th Avenue <br />that are different from those on 6th and 7th avenues. Ms. Ehrman responded <br />that eventually all the street 1 i ghts in the hi stori c di stri ct will be the <br />old-fashioned style if the committee's recommendation is approved. <br /> <br />Mr. Miller wondered what the eventual total cost of the improvements will be <br />because he is concerned about capital costs. Ms. Ehrman responded that the <br />committee will recommend the replacement of a specific number of street lights <br />each yea r. <br /> <br />Public Works Director Chris Andersen suggested that bids on both styles of <br />street lights be requested. <br /> <br />e <br /> <br />Ms. Wooten said the 5th Avenue Historic District is unique and should be <br />exploited and expanded. She said she is glad so many people are collaborating <br />on the design of the district. She said the the improvement is an economic <br />development investment. It will enhance the the district and make it <br />different from 6th and 7th avenues. It will make visitors want to visit the <br />district. <br /> <br />Mr. Bennett agreed with Ms. Wooten. He said the old-fashioned street lights <br />are very important to the district and cheaper ones would not be advisable. <br />He did not want bids on more than one style of lights. <br /> <br />Mr. Miller reiterated that the total cost of the improvements and their <br />maintenance and repair, as well as the cost of alternatives, should be <br />available. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to approve the <br />Downtown Commission recommendations for Fifth Avenue improve- <br />ments as established by the Fifth Avenue Committee, and direct <br />that $29,000 of the cost be charged to the Capital <br />Contingency Fund. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />June 10, 1987 <br /> <br />Page 11 <br />
