<br />e <br /> <br />e <br /> <br />e <br /> <br />Mr. Holmer moved, seconded by Mr. Miller, to direct the staff <br />to provide the council with the cost of alternative street <br />lamps and the total cost and maintenance of the improvements <br />to the 5th Avenue Historic District. <br /> <br />Mr. Holmer said the City probably will have a $1.5 million deficit in FY88/89 <br />and the council should be willing to consider alternatives to stay within the <br />budget. <br /> <br />The amendment failed 3:5 with Councilors Holmer, Miller, and <br />Bascom voting aye and Councilors Ehrman, Schue, Wooten, Rutan, <br />and Bennett voting nay. <br /> <br />The motion carried 6:2 with Councilors Ehrman, Schue, Wooten, <br />Bascom, Rutan, and Bennett voting aye and Councilors Holmer <br />and Miller voting nay. <br /> <br />Mayor Obie pointed out that the 5th Avenue improvements are not in front of <br />the Fifth Street Market. <br /> <br />VIII. RENTAL REHABILITATION LOAN PROGRAM MODIFICATIONS <br /> <br />City Manager Micheal Gleason said the summary in the agenda was for the <br />council's information only. He said the Rental Rehabilitation Loan Program <br />uses Federal Housing and Urban Development (HUD) standards. <br /> <br />Answering questions from Ms. Ehrman and Mr. Holmer, Wayne Bumgarner of the <br />Development Department said the Rental Rehabilitation Loan Program can be <br />applied only to properties between Chambers and Kincaid streets and the <br />Willamette River and 18th Avenue. He said the program is for owners of houses <br />that are rented to people with low and moderate incomes. <br /> <br />IX. HAZARDOUS MATERIALS MANAGEMENT PLAN <br /> <br />Ms. Wooten said council consideration of the Hazardous Materials Management <br />Plan has been delayed very often. <br /> <br />The councilors decided by consensus to consider the Hazardous Materials <br />Management Plan at another meeting. <br /> <br />X. PRELIMINARY APPROVAL OF LINCOLN SCHOOL AGREEMENT <br /> <br />City Manager Micheal Gleason introduced the item. John Porter gave the staff <br />report. He said the proposal is to purchase Lincoln School and use the site <br />for a swimming pool or central area housing. He said the uses would be <br />consistent with the Westside Neighborhood Quality Plan that was adopted by the <br />council in January 1987. He said the purchase is not in the City budget and a <br />financing plan will be worked out. He said Community Development Block Grant <br />funds or contingency funds could provide a $50,000 cash down payment.
