Dumping Wastes Into Amazon Channel <br /> <br />e <br /> <br />Ms. Wooten said people have asked her about drains dumping wastes into the <br />Amazon Channel from a service station near 30th Avenue and Hilyard Street. <br />She asked for a report from the staff. <br /> <br />M. Cost of Opinions from City Attorney <br /> <br />Mayor Obie asked for information from the staff about the cost of the report <br />Ms. Wooten requested from the City Attorney and about the cost of other <br />reports from the City Attorney. <br /> <br />N. Noxious Weeds <br /> <br />Ms. Ehrman said she would like a one-page memo about what a citizen should do <br />when he or she sees an unsightly property. Ms. Ehrman suggested the City <br />provide a public service announcement about what people should do about <br />noxious weeds. <br /> <br />O. 13th Avenue and Willamette Street <br /> <br />Answering a question from Ms. Ehrman, Mr. Gleason said a skateboard facility <br />has been developed at 13th Avenue and Willamette Street. He said young people <br />often wait outside until the facility opens. <br /> <br />P. City Participation in The Race <br /> <br />e <br /> <br />MayorObie displayed a plaque indicating the City staff participated in The <br />Race. He said the City was one of the initiators of The Race. <br /> <br />Q. Police Officers Who Change Jobs <br /> <br />Mayor Obie said a recent article in The Register-Guard indicated that some <br />police officers are unhappy with that work and are becoming fire fighters. <br />Responding to his request, Mr. Gleason discussed police work. He said being a <br />police officer is particularly tough now, although it has always been tough. <br />He said phenomena concerning incarceration and drugs make being a police <br />officer very difficult now. He said other cities have the same problems and <br />Eugene is making progress in solving the incarceration problem. <br /> <br />Mr. Gleason said police officers are public servants and the lack of jail <br />space impacts their attitude and probably causes the greatest strain in the <br />department. He said it "takes the heart out of the job" when police officers <br />find that a person arrested for burglary has been released from jail <br />immediately. <br /> <br />Mr. Gleason said being "second-guessed" after being on a tough assignment is <br />also difficult for police officers. He said the City is trying to provide <br />special support for them. <br /> <br />Mr. Gleason said the drug problem causes a strain in every department.
