2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Amends definitions of 'compensable crime' and 'injury ' for purposes of crime victims' compensation. { + Allows family of victim of custodial interference or kidnapping to be SB 0252A 3 Support compensated for counseling expenses. + } 4/21 SB 0282 3 Monitor Modifies meaning of 'owner' and 'landowner' for purposes of certain annexations of territory. 3/09 Creates { - exception - } { + exceptions + } to prohibition on use of hearsay as evidence. Allows introduction of hearsay statement as evidence if declarant is unavailable as witness and person against whom statement is offered { - engaged or acquiesced in wrongdoing that was intended to cause declarant to be unavailable and did cause declarant to be unavailable - } { + intentionally or knowingly engaged in criminal conduct that directly caused death of declarant or caused declarant to become unavailable because of incapacity or incompetence. Allows introduction of hearsay statement if person against whom statement is offered engaged in, directed or otherwise participated in wrongful conduct intended to cause declarant to be SB 0287A 3 Support unavailable as witness, and did cause declarant to be unavailable + }. 5/05 Makes pesticide use reporting system permanent. Increases registration fee for pesticides. Requires State Department of Agriculture to expend portion of registration fees for purposes of implementing, administering and enforcing pesticide use reporting system. Changes date for SB 0290 3 Support commencing publication of annual report of pesticide use. 1/25 Allows removal of recyclable material from solid waste disposal receptacles under certain SB 0291 3 Oppose circumstances. 1/25 Allows person to turn without using signal when person is turning in required direction from SB 0296 3 Oppose lane that requires person to make turn. 2/17 Requires that Public Utility Commission issue amended certificate of authority to cooperative corporation or unincorporated association providing intrastate telecommunications services upon submission of revised service area map showing additional areas to be served by SB 0309 3 Oppose corporation or association. 1/25 Directs Department of Revenue to enter into multistate agreement to streamline administration of sales and use taxes imposed by other states. Takes effect on 91 st day following SB 0315 3 Monitor adjournment sine die. 3/31 Prohibits carrying animal on external part of vehicle except under specified circumstances. SB 0317 3 Support Punishes by maximum fine of $90. 2/17 Establishes tax credit for employer that pays all or part of community college tuition of employee. Limits total amount of credit. Applies to tax years beginning on or after January 1, SB 0325 3 Support 2007, and before January 1,2011. 2/17 Permits court reporter employed by party to charge transcript fees as agreed to between reporter and { - party employing reporter - } { + all parties to proceeding + } for preparing transcripts on appeal. Limits fees reporter may charge public body for preparing transcripts on SB 0330A 3 Support appeal. 5/05 57
