2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Creates Beverage Product Stewardship Board. Transfers duties of Oregon Liquor Control Commission relating to beverage container collection and refund to board. Expands type of beverage containers subject to deposit provisions. Increases deposit amount. Eliminates role ol manufacturer and distributor in collection and refund of deposit. Allows dealer to refuse to accept beverage container if dealer is within redemption convenience zone of redemption center. Provides that dealers send deposits on beverage containers to board to be deposited in Beverage Product Deposit Fund. Creates Beverage Product Deposit Fund. Continuously lappropriates moneys in fund to board. Directs board to return refund value of beverage container and handling fee to redemption center or dealer who pays refund value to consumer. Appropriates moneys to board from General Fund for initial costs. Takes effect on 91st day SB 0862 3 Monitor following adjournment sine die. 3/17 Allows applicant for replacement dwelling in exclusive farm use zone to apply for deferred replacement permit that remains valid indefinitely if established dwelling is removed or SB 0863 3 Monitor demolished within three months of issuance of permit. 3/17 Establishes credit against income or corporate excise tax for expansion in full-time employment by certain employers. Provides that expansion must exceed threshold level of employment. Establishes credit against income or corporate excise tax for health insurance SB 0866 3 Oppose ~remiums paid by employer on behalf of employees. 3/31 Reduces personal income tax rate on taxable income for persons 65 years of age or older. SB 0867 3 Oppose Applies to tax years beginning on or after January 1, 2006. 4/07 Provides tax credit for homeowners living in forestland-urban interface for costs of removal SB 0871 3 Oppose and disposal of forest biomass. Applies to tax years beginning on or after January 1, 2006. 4~07 Requires Public Utility Commission to exempt certain telecommunications services and products of telecommunications utility from regulation under certain circumstances. Requires that commission allow utility to price list certain services and products if commission finds that services or products are available from alternative provider and services or products of alternative provider are functionally equivalent to services or products offered by telecommunications utility, or can be substituted for services or products offered by SB 0878 3 Oppose telecommunications utility. 3/17 SB 0886 3 Oppose Requires public hearing prior to proposed annexation of territory by city without election. 3/17 Deletes authority of city to annex by ordinance or resolution territory not within city but surrounded by corporate boundaries of city or surrounded by corporate boundaries of city and SB 0887 3 Oppose body of water. 3/17 Creates income tax credit for costs incurred in clean energy facility research and development SB 0890 3 Neutral activities.
