2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br />Modifies conditions under which local contracting agencies must apply procedure in Public <br />Contracting Code for selecting candidates to provide architectural, engineering or land <br /> HB 3272 2 Support/Am ~surveying services. 4/21 <br /> Requires Department of Land Conservation and Development and metropolitan service district <br /> to notify local governments that perform land use planning of proposed change in land use <br /> policy. Requires local governments receiving notice of proposed change in land use policy to <br /> HB 3283 2 Oppose notify affected landowners. 4/21 <br /> Allows public entity to reduce amount paid in compensation to resolve claim for compensation <br /> under Ballot Measure 37 (2004), if cumulative reduction in fair market value of affected <br /> properties resulting from compensation exception on claimant's property would be less than <br /> reduction in fair market value of claimant's property resulting from imposition of land use <br /> HB 3285 2 Oppose regulation restricting claimant's use of property. Declares emergency, effective on passage. 4/21 <br /> Creates Noxious Weed Control Fund. Continuously appropriates moneys to State Department <br /> of Agriculture. Establishes permissible expenditures from fund. Requires that <br /> Attorney General pay attorney fees and costs of local government incurred by reason of judicial <br /> proceedings challenging legality of action by local government if court determines that action <br /> HB 3317 2 Oppose was legal. 4/21 <br /> HB 3326 2 Oppose Requires waiver of local government business license fees for veterans. 4/21 <br /> Directs State Department of Energy to investigate means to reduce energy consumption in <br /> state-owned or state-funded buildings and school district buildings. Requires department to <br /> prepare plan for submission to Seventy-fourth Legislative Assembly for making state-owned or <br /> state-funded buildings and school district buildings more energy efficient and installing <br /> renewable energy systems. Appropriates moneys from General Fund to department for <br /> preparation of plan. Directs department to encourage public bodies to apply for funding to <br /> implement energy efficiency and renewable energy projects. Requires contractors and <br /> subcontractors working on certain energy efficiency and renewable energy projects to utilize <br /> apprenticeship programs and develop relationships with apprenticeship preparation programs. <br /> Expands definition of 'eligible state agency' to include all public bodies for purposes of statutes <br /> HB 3328 2 Support/Am relating to small scale local energy projects. 4/21 <br /> Defines 'exclusive farm use zone' for purposes of zoning and planning and for purpose of <br /> HB 3349 2 Support approving special assessment of land for property taxation. 5/05 <br /> Authorizes city or county to approve application to divide specified rural residential areas of <br /> HB 3351 2 Oppose land into lots or parcels of two acres or more. 4/21 <br /> Creates crime of making false accusation of sexual abuse.
