2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Requires percentage of estimated total cost of all urban renewal projects proposed to be <br /> undertaken under urban renewal plan to be for affordable housing. Requires amendment to <br /> existing plans to provide that percentage of total costs of projects be for affordable housing. <br /> Permits municipality to opt out of affordable housing requirements if governing body of <br /> municipality finds that adequate supply of affordable housing exists and will continue to exist in <br /> HB 3369 2 Oppose ~lan area. 4/21 <br /> Allows State Treasurer to define 'collateral' and establish amounts for purpose of securing <br /> deposits of public funds. Substitutes collateral requirement for certificates of participation with <br /> regard to depositories of public funds. Provides that if collateral deposited by particular <br /> depository is inadequate to reimburse loss of public funds, State Treasurer may assess <br /> collateral of other depositories. Specifies circumstances under which depositories may opt out <br /> HB 3376 2 Support/Am of provision. 4/21 <br /> Requires Commissioner of Bureau of Labor and Industries to adopt rules for determining <br /> which prevailing wage rates are in effect and apply to public works contract exempted from <br /> HB 3382 2 Neutral competitive bidding requirements. 4/21 <br /> Requires contractor or subcontractor on public works contract to pay prevailing wage rates to <br /> workers who manufacture or fabricate nonstandard items made to order for public works, <br /> HB 3383 2 Support whether work is done on or off public works site. 4/14 <br /> Prohibits units of local government and special districts that enter into cooperative agreement <br /> HB 3389 2 Neut/Am providing library services from excluding other entities from providing library services. 4/21 <br /> Requires Economic Revitalization Team to establish application procedure for review and <br /> consideration of land use and environmental permits and approvals required for construction of <br /> traded sector industrial project. Establishes Industrial Siting Council to act as single point of <br /> entry for land use and environmental permits and approvals. Directs council to establish one or <br /> more advisory committees. Authorizes council to coordinate review and consideration of <br /> permits and approvals relating to eligible project and to issue site certificate authorizing <br /> HB 3392 2 Oppose construction of project when permits and approvals are granted. 4/28 <br /> Authorizes county to impose and collect school impact fee on new residential development for <br /> transfer to school districts to pay for new school construction or capital improvements. Limits <br /> HB 3399 2 Support fee to no more than three percent of new residential development costs. 4/21 <br /> <br /> 22 <br /> <br /> <br />
